¢;otm. cilmember Elvig asked if the City has any type of holdings or bonding on Shingobee that <br />~hcy do not have with Ramsey Town Center, LLC, and if the necessary tools are in place. <br /> <br />Assistant Public Works Director explained Shingobee was tied to the master development <br />agreement, which required things to be completed. In his opinion it is better for the City to work <br />directly with the property owner than with an agent for the property owner. The tool that is in <br />place would be the land. Item No. 7 of the Indemnification Agreement requires Ramsey. Town <br />Center, I~LC to hold a Certificate of Insurance to commence work on the Pipeline. <br /> <br />Motion by Councilmember Pearson, seconded by. Councilmember Cook, to approve the <br />i ndcmni~k:ation agreements for the pipeline crossings under the railroad in Ramsey Town Center. <br /> <br />Molion carried. Voting Yes: Mayor Gamec, Councilmembers Pearson, Cook, Elvig, Jeffrey, <br /> and Strommen. VotingNo: None. <br /> <br />Case #15: <br /> <br />Consider Submitting Letter to Get on Project Priority List for Water <br />Treatment and Supply Improvements <br /> <br />Assistant Public Works Director Olson reviewed that information was presented to the Council <br />r%ardir~g the Drinking Water Revolving Loan Fund at the last Council work session. Included in <br />thc Council's packet is a sample letter staff would like to submit to get on the Project Priority <br />]List (PI'I0. Requesting placement of the project on the PPL does not obligate the City to <br />complete thc project or participate in the program. The next step in the program is application to <br />be placed on the Intended Use Plan. He indicated the City is currently having a difficult time <br />ranking high fbr the funding. The one complicating, factor is that the City's medium income is <br />h. igher than the goals fbr this particular program. One opportunity staff is trying to leverage is <br />that the I)NR is telling them that surface water is a limited resource. If the City can obtain a <br />letter ti'om the DNR they will score much higher, but he is not confident that the DNR will be <br />willing to draft such a letter. Staff discussed pulling this case from the agenda, but the deadline <br />~,) submit the PPL letter is May 20th. Staff recommends submitting the letters now to meet the <br />filing deadlines and continue to work with the appropriate agencies to satisfy the outstanding <br />recluircmcnts. <br /> <br />Motion by Councilmember' Elvig, seconded by Counciimember Cook, to authorize the <br />:submission of letter requesting Ramsey be placed on the Project Priority List for Water <br />Treat~nent and Water Supply Improvements, and to authorize submission of letter requesting <br />Ramsey be placed on the Intended Use Plan for the Drinking Water'RevoIving Loan Fund. <br /> <br />M~>tion carried.
