· Construction.of a three-fourths.access median at TH 47 and 142nd Avenue Construction of a free right turn lane for eastbound CSAH 5 to southbound TH 47 ' Construction of a north bypass lane at 157th Avenue · The removal of the "hump" south of 167th Avenue Assistant Public Works Director Olson indicated the City Council requested two additional elements that are not currently included within the scope of this project. The City requested that a pedestrian signal be installed in the vicinity of 142nd Avenue and that turn lanes be installed at 180th Lane. MnDOT has advised that they would not be able to get the turn-lanes in at 180th Lane with this project due to utility, bridge, and timing problems. Councilmember Elvig stated the hump on Highway 47 south of 167th Avenue is a fairly high hump, and this project will take about two feet of the hump without City participation. Staff's recommendation was that amount is sufficient. There was also a request for a left turn signal going south from the Holiday station store at Xkimo Street across from cR 5. The county has included a right hand turn coming south from CR 5 onto Highway 47, which should handle the situation without a light. No action requested. 7) Receive Traffic Volume Information for Mallard Ponds - Flint-wood Hills Area Assistant Public Works Director Olson reported at the January 18, 2005 Public Works Committee meeting, it was explained that the closure of Barium Street, a private roadway accessing onto CR 116 was anticipated as an element of the County road project scheduled to take place this fall, which would upgrade the segment of CR 116 from TH 47 to Germanium Street as a four lane divided highway. There was support for the closure- of Barium Street onto CR 116 from both the residents of the Mallard Ponds subdivision with a single access point at I40th Avenue. The consensus of the Public Works Committee was that there needs to be more than one access into this subdivision, There was also direction to staff to research the feasibility of closing the connection of 142nd Avenue between Argon Street and TH 47, such that the emergency gate access on the south end of Argon Street might be removed and thereby provide a second access point to the Mallard Ponds subdivision. He advised in an effort to begin an analysis of the traffic impacts that any changes may cause, it is important to establish a sound background of the current traffic patterns within the area. Traffic counters were set out and the data showed significant volume on 143rd Avenue and 142nd Avenue and Argon Street. There needs to be a discussion with the neighborhood with a plan on how to address the cut-through traffic and the traffic issues in this area. Councilmember Elvig commented moving forward with the studies to see what kind of impacts truly are occurring if these closures occur. With- that they may be able to come to some resolve with these issues. Motion by Councilmember Elvig, seconded by Councilmember Cook, to ratify the recommendation of the Public Works Committee in Case No. 7 and to direct staff be directed to P96 City Council/May 10, 2005 Page 28 of 31
