WHEREAS, pursuant to Ramsey City Council Resolution #20-195, adopted September <br />8, 2020, an assessment roll was ordered and an assessment hearing was called for October 13, <br />2020 for said improvements; and <br /> <br />WHEREAS, pursuant to proper notice duly given as required by law, the Council met, <br />heard and passed upon all objections to the proposed assessment for street, trail, and trunk <br />utility improvements to approximately 1,050 feet of Puma Street between 150th Lane NW and <br />Alpine Drive NW, along with miscellaneous appurtenant improvements. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) Such proposed assessment, a copy of which is attached and incorporated herein, is hereby <br />accepted and constitutes the special assessment against the listed properties. Each listed <br />property is hereby found to be benefited by the proposed improvement in the amount of <br />the assessment levied against it. <br /> <br />2) Such assessment shall be payable in equal annual installments extending over a period of <br />5 years, and shall bear interest at the rate of 2.27 percent per annum from the date of the <br />adoption of this assessment resolution. To the first installment shall be added interest on <br />the entire assessment from the date of this assessment resolution until December 31, <br />2021. To each subsequent installment when due shall be added interest for 1 year on all <br />unpaid installments. <br /> <br />3) The owner of any property so assessed may, at any time prior to certification of the <br />assessment to the County Auditor, pay the whole of the assessment on such property, <br />with interest accrued to the date of payment, to the City Finance Office, except that no <br />interest shall be charged if the entire assessment is paid before November 16, 2020. Such <br />payment must be made by November 16 or interest will be charged through December 31 <br />of the succeeding year. In subsequent years, the property owner may at any time pay to <br />the City the balance of the assessment remaining unpaid after the current year, provided <br />such payment is made before November 16. <br /> <br />4) The City Clerk shall transmit a certification of this assessment to the Anoka County <br />Auditor’s Office to be extended on the property tax lists of the County. Such assessments <br />shall be collected and paid in the same manner as other municipal taxes. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Riley, and upon vote being taken thereon, the following voted in favor thereof: <br /> <br /> Mayor LeTourneau <br /> Councilmember Musgrove <br /> Councilmember Riley <br /> Councilmember Kuzma <br /> Councilmember Menth <br /> Councilmember Specht <br />Resolution #20-229 <br />Page 2 of 3 <br /> <br />
