<br />Councilmember Menth introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #20-247 <br /> <br />RESOLUTION APPROVING JOINT POWERS AGREEMENT FOR BUNKER LAKE <br />BOULEVARD/COUNTY STATE AID HIGHWAY 116 AND SAINT FRANCIS <br />BOULEVARD /TRUNK HIGHWAY 47 INTERSECTION IMPROVEMENTS <br /> <br /> WHEREAS, Anoka County proposes to construct certain improvements at the intersection <br />of Bunker Lake Boulevard/CSAH 116 & Saint Francis Boulevard/TH 47 in 2021 to improve traffic <br />operations and safety within and surrounding the intersection; and <br /> <br /> WHEREAS, the proposed improvements generally include the construction of new turn <br />lanes and concrete median islands, extending existing turn lanes, reconstructing the existing <br />concrete bridge deck, reconstructing several bituminous trail segments and concrete pedestrian <br />curb ramps, milling and overlaying existing bituminous pavement sections (through lanes, turn <br />lanes and shoulders), constructing a new traffic control signal system, and striping and signing; <br />and <br /> <br /> WHEREAS, the proposed improvements are located within Anoka County in the cities of <br />Anoka and Ramsey; and <br /> <br /> WHEREAS, Anoka County has prepared Joint Powers Agreements to define cost-sharing <br />and other responsibilities of all parties involved with constructing, operating and maintaining the <br />improvements; and <br /> <br /> WHEREAS, the parties agree it is in the best interest of the traveling public to construct <br />the improvements. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) The Mayor and City Administrator are hereby authorized and directed to enter into <br />Anoka County Joint Powers Agreement #C0007856 for the construction and maintenance <br />of said intersection improvements within the City of Ramsey for and on behalf of the <br />City of Ramsey. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Specht, and upon vote being taken thereon, the following voted in favor thereof: <br /> <br /> Mayor LeTourneau <br /> Councilmember Menth <br /> Councilmember Specht <br /> Councilmember Kuzma <br /> Councilmember Musgrove <br /> Councilmember Riley <br /> <br />
