<br />Councilmember Menth introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #20-252 <br /> <br />nd <br />RESOLUTION APPROVING ABATEMENT OF NUISANCE ITEMS AT 5344 142 <br />CIRCLE NW <br /> <br />RECITALS <br /> <br /> <br />1.The City of Ramsey currently has an open code enforcement case on the property legally <br />nd <br />generally known as 5344 142 Circle NW and legally described as Lot 22, Block 2, <br />nd <br />Flintwood Hills 2 Addition, Anoka County, Minnesota (the “Subject Property”). <br /> <br /> <br />2.The City received a complaint about the rear yard of the Subject Property in regards to a <br />large pile of firewood, tree branches, other debris, and general nuisance items in the rear <br />yard. <br /> <br /> <br />3.The City sent four notices of violation and three citations to the Subject Property related to a <br />large pile of tree branches, a disorganized pile of wood, and other natural debris piled near <br />the fence line of the Subject Property. <br /> <br /> <br />4.The large pile of wood and tree branches is a violation of the International Property <br />Maintenance Code and Chapter 30 of the City Code. <br /> <br /> <br />5.The Property Owner has spoken with the City and indicated the pile would be removed in <br />September 2020. As of October 20, 2020, the pile still remains. <br /> <br /> <br />6.The City of Ramsey City Council reviewed the request on October 27, 2020. <br /> <br />FINDINGS OF FACT <br /> <br /> <br />1.The City inspected the property on: <br /> <br />a.September 1, 2020 <br /> <br />b.September 22, 2020 <br /> <br />c.October 9, 2020 <br /> <br />d.October 20, 2020. <br /> <br /> <br />2.The City sent formal notices via US Mail on: <br /> <br />a.August 12, 2020 <br /> <br />b.September 1, 2020 <br /> <br />c.September 25, 2020 <br /> <br />d.October 9, 2020 <br /> <br />e.October 20, 2020 (Abatement Notice) <br /> <br /> <br />3.The City corresponded with the applicant via phone on: <br /> <br />a.September 4, 2020 – Spoke with Property Owner who indicated all brush, wood, and <br />debris would be removed before next inspection (2 week period in letter). <br /> <br />b.September 15, 2020 – Property Owner requested an additional one week to remove brush, <br />wood and debris from the site. <br /> <br />
