lIRA Executive Director Frolik indicated on Februm3~ 22, 2005, the Anoka County Housing and <br />Redevelopment Authority (ACHRA) approved Ramsey's request to establish a City HRA subject <br />to the opinion of their bond counsel as to any potential adverse effects on outstanding bonds. On <br />March 22, 2005, the ACHRA affirmed the City of Ramsey's request to establish a city housing <br />and redevelopment authority subject to the two entities entering into a joint powers agreement. <br />J,~CHR. A has provided the Ramsey HRA with a draft joint powers agreement that includes the <br />!~_¢llowing provisions: <br /> 1. Allows tbr future projects with the City of Ramsey <br /> 2. Acknowledgement that the City HRA does not preclude the ACHRA's ability to levy <br /> within the City <br /> 3. Clarification that the 50-unit multifamily housing project in Ramsey for the elderly shall <br /> be identified by its name - Savannah Oaks <br /> <br />I iRA Iz'xecutive Director Frolik explained the joint powers agreement confirms the existing <br />relationship between the City and County HRA's. Each entity will retain authority to do their <br />respective projects, or join forces on a project. <br /> <br />Motion by Commissioner Elvig, seconded by Commissioner Cook, to authorize the Chairperson <br />to execute a Joint Powers Agreement with Anoka County HRA (Contract #2005-0063). <br /> <br />Motion carried. Voting Yes: Chairperson Strommen, Commissioners Elvig, Cook, Gamec, <br />Pearson, and Strommen. Voting No: None. Absent: Commissioner Jeffrey. <br /> <br />COMMITTEE REPORTS <br /> <br />None. ' <br /> <br />EXECUTIVE DIRECTOR'S REPORT <br /> <br />t.;xecutiv¢: Director Frolik indicated staff anticipates the following topics and tasks for future <br />klRA agendas: <br /> , '~tIRA 101": Experts in the field to meet with the HRA and discuss the authority and <br /> capabilities of HRA's. <br /> t IRA Logo: Staff would like to pursue developing a logo for the Ramsey HRA to be used <br /> on correspondence and official documents. <br /> [] Identify and Prioritize Potential Projects: Staff is in the process of developing a list of <br /> potential HRA projects for consideration. <br /> 2006 Budget and HRA Levy: Concurrent with the preparation of the City's general fund <br /> budget for 2006, the HRA will be working on their budget and proposed levy for 2006. <br /> <br />Commissioner Gamec asked if one of the planned project areas is in the Dysprosium area. <br />t executive Director Frolik responded in the affirmative. <br /> <br />Housing and Redevelopment Authority/April 12, 2005 <br /> Page 2 of 3 <br /> <br /> <br />
