Absent: Commissioner Johnson. <br /> <br />CITY COUNCIL MINUTES <br /> <br />1) City Council Regular Meeting Minutes dated February 22, 2005. <br /> <br />'l'he City Council minutes were noted. <br /> <br />PUBLIC HEARINGS/COMMISSION BUSINESS <br /> <br />Case #1 <br /> <br />Public Hearing - Request for an Interim Use Permit; Case of Robert Guzzo <br /> <br />.Presentation <br /> <br />Assistant Community Development Director Frolik advised the City has received an application <br />fi'om Robert Guzzo, who resides at 6160 Green Valley Road NW, requesting an Interim Use <br />Permit to operate a sign business in a detached accessory structure on his property. She stated <br />Mr. Guz×o's parcel is roughly 8.34 acres in size and thus would be eligible to apply for a home <br />occupation permit but would be limited to a maximum of two non-resident employees. Mr. <br />Guzzo's two partners do count as non-resident employees, and therefore he has exceeded the <br />restrictions for a home occupation permit, <br /> <br />Assistant Community Development Director Frolik explained that in lieu of this, Mr. Guzzo has <br />applied for an Interim Use Permit to continue to operate the sign business for a maximum of five <br />years, with the hope that prior to that time, the business flourishes enough to move into a <br />cx~m mercial site. <br /> <br />PublicHearing <br /> <br />Chairperson Nixt opened the public hearing at 7:08 p.m. <br /> <br />Mike 'Vil. leneuve, 6230 177th Lane NW stated he had a couple of concerns. He indicated Green <br />Valley Greenhouse is already on this road with lots of workers and trucks going down it, and <br />there is hauling of gravel that takes place next to the greenhouse. He stated this business is <br />adding to that traffic. He indicated he was concerned about more traffic and trucks increasing the <br />accidents that already take place on that road. He noted that if Mr. Guzzo had been up front prior <br />to construction of his pole barn and asked for a variance it would be different, but he built it and <br />then asked permission later. He stated he does not feel this is the place for a sign business, <br />r~oting Ramsey has industrial parks where this could be located. <br /> <br />Barb Berktey, 17540 St. Francis Boulevard indicated she lives east of the applicant. She stated <br />she bought her property because it was a rural area, and is great for her horses, which she wanted <br />ir~ a residential area rather than a commercial area. She indicated there is a lot of traffic in and <br />out of thc property, and she sees a lot of work being done.
