(;ommttnity Development Director Trudgeon stated that the City received a request for an <br />imcrim usc permit fi'om FSL Paintball Arena to establish an outdoor paintball course on the <br />property lo,cared at 6651 141 st Avenue NW. He indicated FSL Paintball Arena currently operates <br />;m indoor paintball facility in the multi-tenant building and would like to offer their clients the <br />t~[~porttmity to play on an outdoor paintball field. <br /> <br />(!ommunity l)cvclopment Director Trudgeon indicated the property is zoned E-2 Employment <br />'~md is located in one of Ramsey's Industrial Parks. He stated while commercial recreation is a <br />p~rm ittcd ttsc ill this district, it is restricted to indoor activities only. He indicated the applicant is <br />tCt'oIvosit~ to establish an outdoor paintball field that would be 100 feet by 150 feet in size. He <br />~,;t~ttecl thc field would be located behind the multi-tenant building on an aggregate surface and <br />c~closcd with industry standard, safety compliant netting that is twenty feet in height. He <br />~,clviscd thc netting would be affixed to twenty foot tall telephone poles that would be placed at <br />twrmty--I'ivc foot intervals. He indicated the applicant has stated that within the playing field area, <br />i~t]atablt~ bunkers would be provided to create barricades for the players. He advised the <br />p~tinlball course will need to be changed frequently to provide variety to customers and therefore <br />constrtlcting permanent structures will not provide FSL Paintbalt Arena the flexibility they desire <br />fk~r their customers. <br /> <br /> unity Development Director Trudgeon explained the applicant is proposing to operate the <br />r;utdoor paintball field during daylight hours of 12 p.m. to dusk, Monday through Sunday. He <br /> icauxl lbo applicant is estimating that no more than twenty customer per day, Monday through <br />I:riday, would utilize the outdoor playing field. On weekends, the applicant is anticipating <br />~tuywhcre Ii'om twenty-five to seventy-five customers utilizing the outdoor playing field. <br /> <br />('ommtmity l)evclopment Director Trudgeon indicated the applicant has stated that customers <br />wc)uld have adequate parking space directly behind the building. He added t~his area is paved, <br />h<~wev~:r individual stalls are not striped. He stated that outdoor commercial recreation uses are <br />met t~ permitted usc in the E-2 Employment District. He indicated that additionally, the 2001 <br />(;omprchcnsive Plan categorizes this property as Places to Work. He stated City Staff does not <br />t¥cl lhat the proposed use is appropriate for an industrial park site and therefore is recommending <br />denial r)~'the request for an interim use permit. <br /> <br />ih~ldic tle'aring <br /> <br />~ ihairp(:r.~{m Nixt called the public hearing to order at 7:05 p.m. <br /> <br />!)avid l~cdnarczyk, owner of FSL Paintball Arena, indicated they opened two years ago. He <br />stetted patintball is an cxplosive sport, and he has a lot of customers requesting to play outside. <br />Itc indica~tcd he is looking to put a field directly behind the location he is at now, which is <br />cm'rently being used lbr commercial vehicle storage.
