Motion carried. Voting Yes: Mayor Gamec, Councilmembers Strommen, Jeffrey, Cook, Elvig, <br />Olson, and Pearson. Voting No: None. <br /> <br />Case #9: <br /> <br />Request for Preliminary Plat and Site Plan Approval of Rum River Estates; <br />Case of National Growth <br /> <br />Assistant Public Works Director Olson indicated the developer included a public street requested <br />by stat'f to the south, but that severed outlot 1. The intent is that the land south of 157th Avenue <br />that is not part of the building pad is supposed to be a drainage and utility easement. Also, there <br />is a major issue with filling portions outside of the wetlands that are in the 100-year bounce, as <br />this could impact the water volumes and elevations of the wetland. He amended page 279, 9 (5) <br />to stale "If the increase in elevation is less than 0.5 ft and will not impact existing structures and <br />docs not exceed wetland limits in other adjacent properties, then the filling can be approved." <br /> <br />Councihnember Elvig commented there is some reasonable buffering on the west side, but the <br />buffering is not very good on the northeast side. Over this weekend he saw the Fire Department <br />try to get to a fire without access. He expressed concern that this development could be <br />landlocked with the long extension that is shown. <br /> <br />City Administrator Norman indicated Councilmembers Elvig and Olson came in to discuss this <br />issue with staff. This is not the only problem area in the community, and staff has begun making <br />notes of similar examples of long cul-de-sacs that are public safety issues. They may want to <br />have a work session discussion to start considering a program to identify problem areas and see <br />what can be done about making that connectivity. <br /> <br />Councihncmber Elvig indicated he appreciates this idea and guidelines are needed on how to fix <br />some of these problems. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to table the request to <br />approve the preliminary plat and site plan for Rum River Estats; Case of National Growth and <br />table thc request for rezoning property rom R-1 Single Family Residential to Planned Unit <br />Development; Case of National Growth to the next City Council meeting. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Jeffrey, Olson, <br />Pearson, and Strommen.
