The City requested that <br />a pedestrian signal be installed in the vicinity of 142nd Avenue and that turn lanes be installed at <br />180th ! ,ane. MnDOT has advised that they would not be able to get the mm-lanes in at 180th <br />l Jane with this project due to utility, bridge, and timing problems. <br /> <br />Councihnember Elvig stated the hump on Highway 47 south of 167th Avenue is a fairly high <br />hump, and this project will take about two feet of the hump without City participation. Staff's <br />recommendation was that amount is sufficient. There was also a request for a left turn signal <br />going south from the Holiday station store at Xkimo Street across from CR 5. The county has <br />included a right hand turn coming south from CR 5 onto Highway 47, which should handle the <br />situation without a light. <br /> <br />No action requested. <br /> <br />7) Receive Traffic Volume Information for Mallard Ponds - Flintwood Hills Area <br /> <br />Assistant Public Works Director Olson reported at the January 18, 2005 Public Works <br />Committee meeting, it was explained that the closure of Barium Street, a private roadway <br />accessing onto CR 116 was anticipated as an element of the County road project scheduled to <br />take place this fall, which would upgrade the segment of CR 116 from TH 47 to Germanium <br />Street as a four lane divided highway. There was support for the closure of Barium Street onto <br />CR 116 from both the residents of the Mallard Ponds subdivision with a single access point at <br />140th Avenue. The consensus of the Public Works Committee was that there needs to be more <br />than one access into this subdivision. There was also direction to staff to research the feasibility <br />of closing the connection of 142nd Avenue between Argon Street and TH 47, such that the <br />emergency gate access on the south end of Argon Street might be removed and thereby provide a <br />second access point to the Mallard Ponds subdivision. He advised in an effort to begin an <br />analysis of the traffic impacts that any changes may cause, it is important to establish a sound <br />background of the current traffic patterns within the area. Traffic counters were set out and the <br />data showed significant volume on 143~d Avenue and 142nd Avenue and Argon Street. There <br />needs to be a discussion with the neighborhood with a plan on how to address the cut-through <br />traffic and the traffic issues in this area. <br /> <br />Councihnember Elvig commented moving forward with the studies to see what kind of impacts <br />truly arc occurring if these closures occur. With that they may be able to come to some resolve <br />with these issues. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to ratify the <br />recommendation of the Public Works Committee in Case No. 7 and to direct staff be directed to <br /> <br />City Council/May 10, 2005 <br />Page 28 of 31 <br /> <br /> <br />
