M~tion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Strommen, Elvig, Jeffrey,
()lson~ m~d Pearson. Voting No: None.

Case #4:

Request for an Interim Use Permit to Operate a Sign Business out of an
Accessory Building; Case of Robert Guzzo

Community Development Director Trudgeon reviewed that the request by the applicant to
operate a sign business out of a detached accessory building on his property was discussed at the
lasl Council meeting. The Council tabled the request so that the findings of fact could be
r~viscd, per the recommendation of the City Attorney. Staff has revised the findings of fact to
rcllcct t~tvorably on. thc request, based on the duration of the permit, which would be six months.
|l' Mr. (Juzzo wishes to continue to operate the sign business after the expiration of the interim
usc pemfit, lac ~nust apply for a home occupation permit and comply with all required measures
a:~ outtincd in City Code. He advised there are a couple of issues that will need to be worked
thoug}-} with this operation. These issues include the access and turn around, and the employees.
~['hc larger issue is thc compatibility to operate this business in this location.

Counci!mcmber Cook stated since this request came forward he drove out and looked at the
property and the neighborhood, which is few and far between for houses. He thinks it is very
likely thc applicant will be able to bring this up to standards for a home occupation permit. He
sees no problem with allowing six months for the applicant to address the situation.

Motio~ by Councilmcmber Cook, seconded by Councilmember Elvig, to adopt Resolution #05-
128 adopting Findings of Fact #0719 relating to Robert Guzzo's request for an interim use

Moti(m carried. There were
concerns brought up at the Planning and Zoning meeting. Green Valley Road is about ½ mile
l(mg wilh a speed limit of 50 mph. There is already a large business, which is Green Valley
(Jrccnhousc located on this road. This business puts more traffic on the road, with trucks and
materials coming to the business, which all has to be looked at. He has talked to every neighbor
in thc immediate area, and not one person is in favor of this. The Council has to be careful on
granting permits in these types of situations. He commutes over one hour each way to work.
12m~scy has a fine town going right now as far as separating residences and businesses, and he
would like to see that continue. There are sheds, outbuildings and pole barns going up all over,
but that does not mean a business should be allowed in each of them. The City will have to take

City Council/May 10, 2005
