CASE #3 <br /> <br />SKETCH PLAN REVIEW FOR MARIGOLD POND <br /> By: Leonard Linton, Civil Engineer <br /> <br />Background: <br /> <br />Oakwood Land Development has submitted Preliminary Plat plans for Marigold Pond. The <br />project was discussed at the June 2, 2005 Planning Commission meeting. The site is located <br />cast of llighway 47 at 160'h Lane NW. This project will require a comprehensive plan <br />amet~dtnmm The project is in the Rum River Recreation District. <br /> <br />Observation: <br /> <br />The site is 58 acres and 102 urban single family homes are proposed. Land only dedication <br />would require 5.8 acres. The site is immediately east of Elmcrest Park, however Highway 47 <br />separates this parcel from the park. The master trail plan shows a proposed trail along the <br />west side of Highway 47, no trails are shown on the east side of TH 47. Trail will be required <br />along the east side of TH 47 in accordance with the sidewalk and trail policy. Extension of <br />these trails would be required to provide access to the signalized intersection at Alpine Drive <br />or thc future signalized intersection at 167m Avenue NW. <br /> <br />Staff Recommendation: <br /> <br />Stall' recommends continuing to work with the developer to explore options for connecting this <br />development to Elmcrest Park and the trails on the west side of Hwy 47. One option that has <br />been mentioned is placing an underpass in the north west corner of the site. Park dedication <br />should be accepted in cash for all the lots, this would be reduced by any land dedication <br />proposed in future revisions of the plat. Trail dedication should be in cash with credit for <br />portions of the trail constructed outside the plat. <br /> <br />Commission Action: <br /> <br />Motio~ to accept park dedication in cash.
