Introduction <br /> <br />The purpose of the <br />Ramsey MaSter Trail <br />Plan is to provide a <br />comprehensive framework tO <br />guide the continued <br />development of a trail system <br />for city residents and visitors tO <br />use and enjoy. <br /> <br />The City of Ramsey is a rapidlY, <br />growing community that is <br />changing from a more rural <br />community of single-famil~ <br />hoUses on large lots to a <br />suburban/urban communit~ <br />xvith greater densities. As the <br />population of the City condnues~ <br />to grow, residents will continue <br />to place a high demand on park;, <br />trail and other recreational <br />facilities within the city. In <br />addition, Ramsey can connect tO <br />a larger trail system with other <br />cities in the region to make <br /> <br />A Vision for a Master Trail Plan <br /> <br />Ramsey the hub of a larger trail network. <br />In order to create a successful Master Trail Plan, there are three main issues to <br />keep in mind. <br /> <br />1. Develop a plan that is useful <br />The plan must be based on the understood social, economic and physical land <br />conditions in e.,dstence for trails to be actually built. <br /> <br />2. Develop a plan that is visionary, but realistic <br />Constructing some trail [inks will be easier than others. It is essential to identify <br />priorities but to also plan what could be. X,Vhat trails can be built with which <br />finite resources? What trails should be built f'mst? How are financial resources <br />allocated in comparison to other municipal needs? <br /> <br />3. Develop a plan that evokes action <br />In the end, a trail plan is only as good as the will of those who wish to see it <br />reahzed. Even if the plan is useful, visionary and realistic, that does not ensure <br />success. The plan must be supported and encouraged by staff, commissions <br />and city council. This support can be further advantaged by sharing the plan <br /> <br /> <br />
