Meeting Date: 12/08/2020 By: Chloe McGuire Brigl, Community Development Information Title Adopt Resolution #20-225 Curbside Recycling Contract with Ace Solid Waste Purpose/Background: The purpose of this case is to approved a final Contract for curbside recycling with Ace Solid Waste based on consensus direction from the November 10, 2020 City Council Work Session. Staff was directed to finalize a contract with ACE Solid Waste for a 5 year curbside recycling contract. Notification: No notification required. Observations/Alternatives: State Statute requires that residents, including both single family and multifamily residences, have the opportunity to recycle. The City has historically satisfied this requirement with a contract for curbside collection of residentially generated recyclables. The City has had a contract with ACE Solid Waste since approximately 1998. ACE Solid Waste calls Ramsey home and has provided good service over the course of almost twenty (20) years. The City and ACE continue to have a good working relationship and ACE continues to be actively engaged in the community. However, it should be noted that ACE Solid Waste is no longer locally owned; Waste Connections Inc., headquartered in Texas, purchased ACE late in 2013. But, ACE continues to provide great service. While a short-term extension was originally granted through March 31, 2021 to allow continued negotiations, this extension is not necessary if the full contract is approved and will begin on January 1, 2021. The City Council discussed this topic at their October 13, 2020 regular session and November 10, 2020 work session and supported continuing direct negotiations with ACE Solid Waste with a consistent price for residents, as opposed to a previously proposed price with annual escalators built in. ACE Solid Waste provided the following rates for a 5 year contract: [2021 [$3.98 12022 $3.98 [2023 L$3.98 [2024 113.98 12025 $3.98 Funding Source: Funding for the administration of the City's curbside recycling program is provided through the State of Minnesota's Select Committee on Recycling and the Environment (SCORE). Recommendation: Staff recommends the City Council approve the five (5) year contract with flat rate pricing for Ramsey residents. Action:
