CC Regular Session <br />Meeting Date: 12/08/2020 <br />Submitted For: Jeff Katers, Police By: Brad Bluml, Police <br />Information <br />Title <br />Adopt Resolution #20-309 Extending Towing Services Agreement with Northstar Towing Services <br />5.28. <br />Purpose/Background: <br />In 2017 the City put out a request for proposals for the towing services agreement. In July of 2017, the City <br />selected North Star Towing and entered into a contract with them. This contract ended on June 30, 2020. <br />The Police Department has been satisfied with the level of service provided by North Star Towing. They have a <br />prompt response time, reliable equipment, a wide range of trucks to handle any size tow, adequate area to store <br />impounded vehicles, and provide good customer service. Their employees are well trained, which enables them to <br />quickly remove vehicles that are blocking traffic; allowing the motoring public to continue on their way, and letting <br />emergency services clear the scene quickly for other calls for help. <br />Captain Brad Bluml contacted the owner of North Star Towing, Judy Rolow, who indicated they would be happy to <br />extend the existing contract with the City of Ramsey for another 3-5 years. Judy indicated the rates would be the <br />same as the 2017 proposal and agreement. <br />Observations/Alternatives: <br />1. The City Council may direct staff to go out for a new request for proposals (RFPs) <br />2. The City Council may direct staff to formally extend the contract in length by 3 to 5 years (Section 4.5 of <br />Ramsey Purchasing Policy, which is attached) <br />Mechanically speaking, the Council would only need to revised Paragraph 2 entitled Term. All other provisions of <br />the existing contract would remain the same. <br />Recommendation: <br />During the current Covid-19 pandemic and civil unrest, going out for RFP would be an additional strain on Police <br />Department Staff.
