Councilmember Musgrove asked if it would be possible to receive notifications if there are <br />changes in the program that occur due to budget funding in the next two to four years. <br />Deputy City Administrator Gladhill stated that if there is a change in the qualifications of the <br />program, staff would bring that forward. <br />Motion by Councilmember Menth, seconded by Councilmember Kuzma, to Adopt Resolution <br />#20-263 Electing to Participate in the Local Housing Incentives Account Program Under the <br />Metropolitan Livable Communities Act. <br />Further discussion: Councilmember Musgrove asked if an amendment could be made to the motion <br />to direct staff to provide an annual or biannual review of the program, highlighting the benefits of <br />the program during that time period. Councilmember Menth stated that as he understands it this <br />program does not have a cost to the City. Deputy City Administrator Gladhill confirmed that there <br />is not a cost outside of the staff time to complete grant applications and manage the grants. <br />Councilmember Menth commented that the membership is free and has provided the City with <br />funds for project upgrades in the community and therefore would like his motion to stand as stated. <br />Councilmember Specht referenced the goals related to affordable and lifecycle housing and asked <br />how that would apply to the City and its definitions. Deputy City Administrator Gladhill reviewed <br />the definition of affordable housing, noting that a far majority of homes in Ramsey are within that <br />category. He noted that within that stock there are different bands of affordability and provided <br />some examples. Mayor LeTourneau stated that the City does not have to accept a grant for a <br />project that it does not believe meets its goals and objectives. <br />Motion carried. Voting Yes: Mayor LeTourneau, Councilmembers Menth, Kuzma, Musgrove, <br />and Specht. Voting No: Councilmember Riley. <br />7.06: Adopt Ordinance #20-18 to Rename 152nd Circle as Junkite Circle in Harvest Estates <br />2"d Addition <br />Deputy City Administrator Gladhill reviewed the staff report and recommendation to adopt the <br />ordinance amending the street name on the Plat of Harvest Estates 2nd Addition from 152nd Circle <br />to Junkite Circle in accordance with the street name grid. <br />Motion by Councilmember Riley, seconded by Councilmember Musgrove, to waive the Charter <br />requirement to read the Ordinance aloud and adopt Ordinance #20-18 Amending a Street Name in <br />the Harvest Estates 2nd Addition Plat. <br />A roll call vote was performed: <br />Councilmember Musgrove aye <br />Councilmember Riley aye <br />Councilmember Kuzma aye <br />Councilmember Specht aye <br />Councilmember Menth aye <br />City Council / November 10, 2020 <br />Page 12 of 13 <br />
