CC Regular Session <br />Meeting Date: 11/24/2020 <br />By: Diana Lund, Finance <br />6. 1. <br />Information <br />Title: <br />Public Hearing: Adopt Ordinance #20-20 Adopting the 2021 Schedule of Rates, Fees and Charges <br />Purpose/Background: <br />The city annually adopts a schedule of rates, fees and charges which outlines the fees that the city charges for such <br />items as building construction, business licenses, utility rates and planning and zoning. <br />A listing of the schedule of rates, fees and charges is attached. Changes are noted on the far right column of the <br />schedule. The majority of the changes from 2020 to 2021 are reflected in the utility section related to water rates. <br />Under Administrative Hearings/Citations/Abatements section a $75.00 fee has been added for a 1st violation within <br />12 months related to zoning code violations. <br />In the Building Construction section, the only fee proposed to change is the Water Availability Charge (WAC) from <br />$1,365 to $1,399 per address as recommended in the City's 2017 Comprehensive Water System Study. <br />Under the Miscellaneous Charges Section the only proposed increase is from $3.00 to $5.00 which is the fee <br />established by State Statute. <br />The Professional Services section has only one change for Police Officer billable time to reflect the average 2021 <br />personnel costs (salary and benefits) of Patrol Officers and Sergeants for when their time is billed out for <br />respective events such as Game Fair. <br />The Utility Section has been updated to reflect the following increases: water usage rates and Connection Charges <br />(both Sewer and Water) at 2.5% which are all per the 2017 Comprehensive Sewer and Water Studies. Water and <br />sewer laterals are proposed to increase at 3% for residential and commercial construction based on the construction <br />cost index since 2012. The proposed utility water rate ranks 7th lowest out of 27 cities (includes Blaine, Maple <br />Grove, Coon Rapids, Eden Prairie, Anoka, Plymouth, Fridley) based on 2020 metro rates for like utilities. <br />Notification: <br />This Ordinance was introduced by the City Council at their regular meeting of November 10, 2020. <br />The Public Hearing notice was published in the Anoka Union on November 13, 2020. <br />Observations/Alternatives: <br />Options: <br />1. Accept the 2021 Fee Schedule as proposed <br />2. Hold all rates constant with 2020 rates <br />3. Recommend changes that arise from input at public hearing. <br />Recommendation: <br />
