WATERSHED DISTRICT PERMIT REVIEW <br />MULTIPLE LOCATIONS WITHIN THE RICE CREEK WATERSHED DISTRICT <br />Background <br />The Rice Creek Watershed District <br />operates a permit program related to <br />floodplain management, controlling <br />the rate and volume of runoff <br />associated with development and <br />redevelopment, wetland impacts, and <br />water quality. <br />The Project <br />HEI has administered this program in <br />its role as District Engineer, working <br />cooperatively with District staff. Our <br />approach has been to provide a <br />measured level of guidance and <br />technical support to permit applicants <br />to minimize the frustration sometimes <br />associated with permit processes. <br />Activities completed include <br />developing the technical aspects of <br />rules, reviewing permit applications for <br />technical completeness, working with <br />legal counsel to ensure compliance <br />with the rules, preparing engineer <br />reports to document conclusions, and <br />assisting District staff with permit <br />compliance following project <br />construction. <br />Internal fiscal procedures <br />implemented by HEI greatly assisted <br />the District with managing <br />permit -related costs. <br />Communication is also an important <br />key to success with permit review, Our <br />measured level of guidance and <br />technical support minimizes applicant <br />frustration.
