City Code requires all areas otherwise not improved to be established with sod. Staff is assuming that the development will comply with this requirement. An irrigation system will need to be provided throughout the development where sodded and landscaped areas are established. The proposed irrigation system will need to be reviewed by the City Engineer. The irrigation system will need a dedicated service(s) that must be shown on the utility plan. Sidewalks. A sidewalk is being proposed along Quicksilver Circle which is desireable. 19. Trail Development. The city requires construction of trails adjacent to state, county and MSA routes. Nowthen boulevard is a county highway. A trail is being shown along Nowthen boulevard. The.requirement is to place the edge of the pavement 2 feet away from the property line. The trail must be extended to the nearest streets, 157'~ Lane north of the site and the northern extension of Old Nowthen Boulevard South of the site. Detailed plans tbr the trail construction are required as part of final plat submittal. In accordance with the Park and Recreations recommendation a trail connection has been made from Quicksilver Circle to County Road #5. The current trail development fees are $550 per unit, the fees for this development will be $23,100. The portion of the trail constructed outside the plat is can be used for credit against the trail development fees required t'br the plat. A looped trail is shown in the southwest comer of the site adjacent to Nowthen Boulvard. The trail shown exceeds the maximum slope in several locations.- Additional detail on this trail must be supplied. 20. Park Dedication. The Park and Recreation Commission met on April 14th and recommended park dedication be satisfied through a cash payment. The 2005 fee schedule is $2200/unit for Park dedication, which equates to $92,400 ($2200x 42). 21. Sanitary Sewer and Water Trunk Fees: The city has established a sanitary sewer and water trunk fee that must be paid prior to release of the final plat for recording. Since the existing properties were not hooked up to City Sewer and Water, all 42 lots will need to pay the Sewer and Water Trunk Fees. The 2005 Rate is $2962 per lot. The total amount due is $124,404 ($2962 x 42 lots). This amount must be paid prior to the release of the final plat for recording. 22. Stormwater Management Fee: A storm water management fee of $375.per lot must be paid for all new lots created. The total amount due is $15,750 ($375 x 42 lots) and must be paid prior to release of the final plat. ,23. Other Permits. The applicant is responsible for any other permits required by other regulatory agencies.
