Recommendation: <br /> <br />The Planning Commission recommended that the City Council deny the preliminary plat and site plan <br /> <br />lbr the following reasons: <br /> <br />1) Density too high <br />2) Concerned with the amount of traffic on a long cul-de-sac <br />3) Uncertainty of how Potassium Street is going to be resolved <br />4) Want to see density transition applied to the development <br /> <br />Observations Continued: <br /> <br />On May 10, 2005, the City Council reviewed and tabled action on the plat and site plan due to <br />unresolved issues related to Potassium Street. The City Council directed staff to attempt to contact all <br />property owners in addition t o those referenced above, affected by the Potassium Street right-of-way <br />acquisition. Those property owners are Terry and Mary Lamont, David and Jean Mott, and Milt <br />Weichelt. Staff sent letters to the property owners and met with them on May 23 and June 1, <br />respectively. None of these property owners are in favor of the project.' The parties do reluctantly agree <br />that it' Potassium Street must be upgraded, that its right-of-way be split 33 feet on the Shadetree Property <br />and 33 feet on their property. The Lamonts seem to be most directly affected by the taking as the present <br />plan would require removal of significant natural screening, including trees on their property and <br />possibly affect their on-site sewage system. <br /> <br />In regards to the Potassium St. alignment, it appears that it will be difficult to encroach on the existing <br />wetlands. Staff has contacted the Lower Rum River Watershed Management Organization (WMO) and <br />explained the situation regarding Potassium St. The WMO has given the initial indication that no impact <br />of the wetlands will be allowed to accommodate the construction of a new Potassium St. Staff will <br />provide thrther information regarding the WMO's rationale at the Council meeting. <br /> <br />The City Council also directed staff to begin working on cost estimates and intersection upgrade options <br />t~br both the south and north Old County Road 5 accesses. Staff has come up with several options for the <br />City Council to consider. (See attachments). The options are as follows: <br /> <br />1) Keep the general alignment of Potassium Street, cul, de-sac the southern Old Nowthen access <br /> onto Nowthen Blvd., realign the northern Old Nowthen access with Nowthen Blvd. to make a <br /> safer intersection. <br />2) Extend the Quicksilver Circle right-of-way to directly access Nowthen Blvd., cul-de-sac the <br /> southern Old Nowthen access onto Nowthen Blvd., realign the northern Old Nowthen access <br /> with Nowthen Blvd. to make a safer intersection. <br />3) Extend the Quicksilver Circle right-of-way to directly access Nowthen Blvd.; cul-de-sac both the <br /> southern and northern Old Nowthen access to Nowthen Blvd. <br /> <br />Staff will be prepared to talk about each one of the options at4he Council meeting. <br /> <br />Finally, would like to inform the Council that the 120-day period' allowed for preliminary plat approval <br />under State Statute will expire on August 5, 2005. <br /> <br /> <br />
