Preliminary Plat and Site Plan Review
Rum River Estates
April 1, 2005, revised April 6, 2005

City Code specifically states that when townhouses are proposed as part of a PUD within the R-1 District, the
townhouse units are to be reviewed under the R-2 standards

R-2 Standard Proposing for Detached-
Townhouse
Lot Size - None

30 exterior boundary line setback

25 fbot building setback measured
from public street right of way
20 fbot setback from structure to
structure

35 tbot structure height measured
from mean ground level to mean
_ gab lc

Lot size is slightly larger than the
footprint of the structure

30 feet

25 feet

· 15 feet from unit to unit

Information has not been supplied
to staff.

7.

Townhouse Size. The R-1 district permits townhomes through the PUD process. City Code requires each
town house unit to be a certain size based on the number of bedrooms the unit will contain.

1 bedroom 700 square feet
2 bedroom 800 square feet
3 bedroom 960 square feet

The proposed townhouses sizes will be approximately 3,324 square feet in size.

Open Space. The PUD ordinance stipulates that developments processed as a PUD should provide either
20% public open space (only 50% credit is allowed for wetlands) or 50% private open space (which includes
yard space, street boulevards, and other private common areas). Applying the private open space
requirement, the proposed development would need to provide a minimum of 5 acres of private open space.
It would seem appropriate to only credit 50% for the wetlands when calculating private open space area. The
preliminary plat is providing a total of 5.91 acres of open space, which equates to 59%.

Access and Streets. The development is proposing access from Potassium Street. Potassium Street is
unimproved. Construction is proposed as part of this project and the adjacent proposed Shade Tree Cottages
development.

This development is providing one public cul-de-sac street through the development. The public street is
1,005 feet in length. City Code restricts cul-de-sacs to 600 :£eet in length. The development is being
processed as a PUD and dev.ig!i0ns are permitted. The options for reducing the length of the cul-de-sac are
limited as t'hture street connections were not provided when the de~/~lopment to the north was platted and
much of the southern boundary of this property is covered by wetlands.
