Chairperson Nixt indicated he would like to see something running down the east side of Horton <br />l and the west side of Herren 4. He stated he thinks there will be less traffic on Horton 2 and 5. <br /> <br />Commissioner Johnson indicated he would restate his motion to ask Staff to continue to review <br />pedestrian traffic and to address safety concerns for pedestrians and the possibility of increasing <br />pedestrian movement through the center of the development. Commissioner Van Scoy stated he <br />would second that amendment to the motion. <br /> <br />Community Developtnent Director Trudgeon stated Staff's thought was that the private roads <br />could serve as that access, but he is hearing different tonight. <br /> <br />Chairperson Nixt indicated the goal in the Town Center is to be pedestrian friendly, and he sees <br />this as inconsistent with that goal. He stated you can go to any urban area and find sidewalks <br />close to homes. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Brauer, Levine, Van <br />Scoy, and Watson. Voting No: None. Absent: Commissioner Shepherd. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Levine, to recommend that City <br />Council recommend that the City Council approve the preliminary plat and site plan of Ramsey <br />T(~vvn Center 6th Addition subject to compliance with City Staff Review Letter dated April 15, <br />2O05. <br /> <br />Motion Carried. Absent: Commissioner Shepherd. <br /> <br />Case//4: <br /> <br />Request for Sketch Plan Review of Marigold Pond; Case of Oakwood Land <br />Development <br /> <br />Preseutation <br /> <br />Associate I~lanner Geisler advised that Oakwood Land Development has applied for sketch plan <br />review to develop 102 urban single-family residential lots on the property generally located on <br />I lighway 47 at 160~h Lane NW. She indicated Oakwood Land Development is proposing to <br />create 102 urban single-family lots on 58 acres on Highway 47 and 160th Lane NW. She stated <br />the property is currently located in the R-1 Rural Developing district, with a minimum density of <br />I lot pct' 2.5 acres. She added the development of the property within municipal sewer and water <br />will require a Comprehensive Plan Amendment, which will be considered at the preliminary plat <br />stage. She stated if the property is approved for development with urban services, the net density <br />allowed under R-I is three units per acre. She indicated the sketch plan reflects a gross density <br />o1' 1.75 units per' acre. She advised that all of the proposed lots appear to meet urban single- <br />family standards for lot width, size, and frontage on a public road, and net density and lot <br />standards will be verified as a part of the preliminary plat review. <br /> <br />Planning Commission/April 21, 2005 <br /> Page 10 of 23 <br /> <br /> <br />
