AUTHORIZATION FOR RELEASE OF THE DRAFT ENVIRONMENTAL ASSESSMENT <br />WORKSHEETS (EAWs) FOR SWEET BAY RIDGE AND BROOKFIELD ADDITION <br /> By: Sylvia Frolik, Community Development Dir./HRA Executive Dir. <br /> <br />llackground: <br /> <br />On November 30, 2004, the City received sketch plans from Oakwood Land <br />Development fbr subdivision of property located on the former St. Anthony Gun Club <br />property (Sweet Bay Ridge) and property located west of Nowthen Blvd. N.W. and north <br />of 167th Avenue N.W. (Brookfield Addition). Oakwood is proposing that Sweet Bay <br />Ridge will consists of 165 urban single family lots and Brookfield will consist of 235 <br />single family lots. On February 22, 2005, the City Council authorized preparation of <br />Environmental Assessment Worksheets as both of the developments proposed to disturb <br />more than 80 acres of naturally vegetated and-forested land. The City engaged the <br />services of' Bolton and Menk to complete the required EAWs. <br /> <br />Dral't EAW documents have been prepared for both projects and are now ready for <br />consideration. Under Chapter 4410.1500 of Minnesota Rules, the City is required to <br />release a Draft[ EAW to various state, county, and mutli-jurisdicational agencies for <br />review and comment. In addition, the Draft EAW documents will be available to the <br />gcncral public ~br their comments. <br /> <br />The ~bllowing items are part of the case: <br /> <br />a) <br />b) <br />c) <br />d) <br />c) <br /> <br />Sweet Bay Ridge EAW document <br />Brookfield EAW document <br />Sanitary Sewer Draft EAW <br />Resolution authorizing release of Sweet Bay Ridge Draft EAW <br />Resolution authorizing release of Brookfield Draft EAW <br /> <br />Observations: <br /> <br />It should be mentioned that the documents under consideration are only drafts. As <br />mentioned above, State Statutes require the City to release a draft EAW for consideration <br />by other governmental agencies and the general public. There is a 30-day review period <br />(with thc possibility of an additional 15 day extension) for everyone to review and <br />c~)mmcnt on the EAW document. The City will then have to address the comments and <br />adopt final EAW documents and make a final determination on whether each project <br />needs to conduct an Enviromnental Impact Statement (EIS). <br /> <br />'l'he Draft EAWs were prepared Bolton and Menk. Representatives from the firm will be <br />at the City Council m~e[ing to provide information and answer any questions the City <br />Council may have regarding the document. <br /> <br />Stal'l' has also included another Draft i~AW related to the both developments. This <br />docun~ent was prepared due to the increase in flow of sewer capacity and the need to <br /> <br /> <br />
