CASE # <br /> <br />AWARD BIDS FOR 2005 PAVEMENT MAINTENANCE PROGRAM <br /> By: Steven J. Jankowski, City Engineer <br /> <br />Background: <br /> <br />On May 10, 2005 the City Council authorized the 2005 Pavement Maintenance Program. <br />Bids were opened on Wednesday, June 8, 2005. Attached to this case is a complete <br />tabulation of bids received. The low bidder, Allied Blacktop Co., has previously <br />pcrformed sealcoat work in the city, most recently under the 2002 and 2001 street <br />programs. This contract also includes the cracksealing and sealcoating of the Alpine Park <br />parking lot for which approximately $1,053 of the work will be charged to the park <br />maintenance account. <br /> <br />Thc low bid submitted for Division B approximately 23% lower than the estimate <br />provided in the feasibility study. There are two reasons for this variation from the <br />estimate. The cost of bituminous material was estimated 20% higher than the 2004 unit <br />price as a hedge against the uncertainty of oil price increases. Second, upon tabulation of <br />thc bids it bccame apparent that the amount of shouldering was incorrectly stated in the <br />bid solicitation. The correct quantity will reflect an increase of approximately $15,000 <br />lhc low bidders submitted cost for this item. In reviewing the bid tabulation this error <br />would not change the determination of the low bidder, since the second low bidder <br />submitted a high per ton unit price for this item. This would have the effect of increasing <br />thc compctitive advantage of the low bidder. Bauerly Companies has previously <br />pcrformed bituminous overlay work in the city, most recently under last year's street <br />mai ntcnancc program. <br /> <br /> <br />
