Community Development Director Trudgeon replied the wetland buffer ordinance has not been <br />brought up specifically to Mr. Schaeffer. Regarding the greenways plan, the City is negotiating <br />and close to wrapping up details in purchasing some land behind this area. <br /> <br />Councilmember Strommen noted the conservation easement takes care of any issues with the <br />wetland, and the wetland buffer ordinance only applies to new lots of ordinance. <br /> <br />Mayor Pro Tem Elvig indicated there are some residents with questions about clustering on <br />smaller lots, and if the remaining lot is subject to future clustering. <br /> <br />Comnmnity Development Director Trudgeon replied it would be eligible when sewer and water <br />arc available in the way the ordinance is drafted. He noted this may need to be addressed further <br />in thc ordinance. The intent is not to continually subdivide the property. <br /> <br />Mayor Pro Tem Elvig thanked Mr. Schaeffer for working with the City in the Trott Brook <br />corridor. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Jeffrey, to adopt Resolution #05- <br />05-150 granting final plat approval to Falconer's Ridge Second Addition contingent upon <br />compliance with the City Staff Review Letter dated May 5, 2005 and the Developer entering into <br />a Development Agreement with the City. <br /> <br />Motion carried. Voting Yes: Mayor Pro Tem Elvig, Councilmembers Cook, Jeffrey, Olson, <br />Pearson, and Strommen. Voting No: None. Absent: Mayor Gamec. <br /> <br />Case #13: Request for Site Plan Review; Case of Martin EDM <br /> <br />Community Development Director Trudgeon stated Shawn Martin of Martin EDM has applied <br />for site plan review for the development of an office/manufacturing facility on the property <br />located south of 141 st Avenue and west of Azurite Street. The site plan is proposing to construct <br />a 10,000 square foot office/manufacturing facility. The subject property is 1.3 acres in size and is <br />zoned E-1 Employment; the proposed use is permitted within the district. The site plan is <br />meeting or exceeding all required setbacks. Lot coverage has been calculated at 17%, which is <br />under the 45% maximum lot coverage restriction established in City Code. The site plan is <br />subject to a total of 15 parking stalls and 17 stalls are being provided. He explained the facility <br />will derive access from Azurite Street. The proposed exterior building materials will consist of <br />rock thee concrete block, which complies with City Code. The grading and drainage plan is <br />generally acceptable with the revisions outlined in the City Staff Review Letter. The landscaping <br />plan is generally acceptable in accordance with the City Staff Review Letter. <br /> <br />Community Development Director Trudgeon advised the Planning Commission reviewed the site <br />plan at their May 5, 2005 meeting and recommended that the City Council approve the site plan <br />contingent upon compliance with City Staff Review Letter dated April 29, 2005. <br /> <br />City Council/May 24, 2005 <br />Page 16 of 26 <br /> <br /> <br />
