<br />Councilmember Menth introduced the following resolution and moved for its adoption: <br /> <br />CITY COUNCIL RESOLUTION #20-312 <br /> <br />RESOLUTION AMENDING ALLOCATION OF CORONAVIRUS AID, RELIEF, AND <br />ECONOMIC SECURITY ACT FUNDS (KNOWN AS CARES ACT FUNDS) TO <br />ECONOMIC RECOVERY ACTIVITIES <br /> <br /> WHEREAS, <br />on March 27, 2020 the President of the United States signed into law the <br />Coronavirus Aid Relief, and Economic Security Act (known as the CARES Act) that was passed <br />by the U.S. Congress in response to the COVID-19 Pandemic Outbreak; and <br /> <br />WHEREAS, <br />the CARES Act included $339.8 Billion in relief under the COVID-19 <br />pandemic in the United States dedicated for State and Local Governments; and <br /> <br />WHEREAS, <br />on June 25, 2020 the Governor of the State of Minnesota by Executive Order <br />under the current Emergency allowed for the distribution of $841 million in CARES Act Funds to <br />counties and cities within the State of Minnesota in accordance with the U.S. Treasury Guidance <br />based on a per-capital basis; and <br /> <br />WHEREAS, <br />the City of Ramsey has received $2,038,029 in CARES Act Funding <br />allocation; and <br /> <br />WHEREAS, <br />on July 28, 2020 the City of Ramsey adopted a Resolution Accepting the <br />CARES Act Funds through the State of Minnesota and established allocations into two broad <br />categories: Local Government and Economic Recovery; and <br /> <br />WHEREAS, <br />the CARES Act allows local governmental units to provide small businesses <br />that meet legal requirements to provide assistance to defray the costs of business or service <br />interruptions incurred by required closures, those businesses that voluntarily closed to promote <br />social distancing measures, or businesses that are affected by decreased customer and service <br />demand as a result of the COVID-19 Public Health Emergency. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY OF RAMSEY, ANOKA <br />COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> <br />1)That the Ramsey City Council authorizes the amended allocation of $325,385.47 of <br />CARES Act funds under the category of Economic Recovery and as outlined under the <br />format used by the MN Management and Budget as follows: <br /> <br />*Small Business Assistance: $325,385.47 <br /> <br />i.Business Relief Grant Program $295,905.02 <br /> <br />ii.Newsletter Ad Reimbursements $ 4,784.00 <br /> <br />iii.Administrative Costs $ 24,696.45 <br /> <br /> <br />
