These are environmentally sensitive areas, and the public benefits from limiting the <br />number of potential individual source points of pollution that could pose a threat to water quality. <br />Urban Residential <br />For areas in the future urban service area but future municipal utilities are not expected within the <br />current planning period (20 years), Owners may cluster lots and serve through a private, <br />community septic system. The Owners must enter into a Future Connection Agreement providing <br />for future connections when municipal services are available. <br />Administrative Procedures <br />Ramsey will require that a legal entity be established prior to the construction of any private, <br />community septic systems. Although Ramsey will have no enforcement responsibilities of the <br />entity, Ramsey will require a review of the articles of incorporation by the City Attorney. The <br />participating properties shall enter into a Maintenance Agreement with the City and shall agree to <br />allow the City to assess the costs of future repair in the event of failure to repair a non -compliant <br />system. <br />Compliance with Applicable Regulations <br />Owners and Installers of private, community septic systems shall design and construct consistent <br />with Minnesota Rules, Anoka County Ordinances, and Ramsey City Code. <br />Ramsey Administration <br />Ramsey shall administer applicable Minnesota Rules consistent with other private septic systems. <br />Ramsey shall require the issuance of a permit prior to installation and shall ensure ongoing <br />compliance. <br />System Expansion <br />Section 4 of the 2012 report describes the trunk infrastructure improvements needed to serve each <br />defined subdistrict within the MUSA boundary. <br />The sanitary sewer trunk system extension and improvement required to service the 2040 MUSA <br />are shown on Figure 4 in Appendix A. The extensions are required generally in three areas which <br />are individually discussed below. The proposed facilities are sized to accommodate the ultimate <br />sewer flow from the entire service area for each extension including the areas outside of the 2040 <br />MUSA boundary. This provides flexibility for allowing future MUSA expansions. The current <br />projected growth in each of the below regions is anticipated to occur uniformly through 2040. <br />With developments occurring in each region listed below equally. Figure 5 in Appendix A shows <br />anticipated development areas within the 2040 MUSA. <br />Subdistrict M3 <br />This subdistrict is located in the southwest corner of the City south of Highway 10. The majority <br />of the area will be serviced by lift station MLS-2 which will discharge to the gravity sewer that is <br />extended to the south side of Highway 10. <br />The total estimated cost of the trunk sewer improvements to service the M3 subdistrict is <br />$1,851,000.
