Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #20-320 <br />RESOLUTION ACCEPTING AWARDED GRANT FUNDS AND AUTHORIZING <br />GRANT AGREEMENT EXECUTION FOR FISCAL YEAR 2021 SOURCE WATER <br />PROTECTION (SWP) PLAN IMPLEMENTATION GRANT <br />WHEREAS, the Minnesota Department of Health (MDH) approved the City of <br />Ramsey's Wellhead Protection Plan (WHPP) Part 2 Amendment on January 31, 2020; and <br />WHEREAS, Section 7.7.7 of the WHPP Part 2 Amendment identifies the need to <br />evaluate the well casing for municipal Well #1; and <br />WHEREAS, the Clean Water Land and Legacy Amendment to the Minnesota <br />constitution provides funding to MDH to establish a source water protection (SWP) <br />implementation grant program; and <br />WHEREAS, the fundamental goal of SWP is to prevent contamination from entering <br />sources of public drinking water at levels that present a risk to people; and <br />WHEREAS, MDH proposes to award between $1,000 and $10,000 in SWP <br />implementation plan grant funds for use in fiscal year 2021; and <br />WHEREAS, no local cost share is required to receive these grant funds; and <br />WHEREAS, the City agrees to comply with all applicable laws and regulations as <br />required by the grant agreement that must be executed before funds can be spent; and <br />WHEREAS, the City has the necessary capabilities and funds to hire a qualified well <br />contractor to evaluate the well casing of municipal water supply Well #1; and <br />WHEREAS, pursuant to Resolution #20-174, adopted by the Ramsey City Council on <br />August 25, 2020, an application was submitted for SWP implementation grant funds to hire a <br />qualified well contractor to evaluate the well casing of municipal water supply Well #1 in an <br />amount up to $9,600; and <br />WHEREAS, on December 2, 2020, MDH notified the City that the City had been <br />awarded the requested SWP implementation grant funds; and <br />WHEREAS, on December 9, 2020, MDH submitted the SWP implementation grant <br />agreement to the City and requested that the City execute the agreement as soon as possible. <br />
