2003 to 2009 3% <br />Observations/Alternatives: <br />Wages and benefits for non -union employees are being proposed to be the same as the union contracts. Similar <br />union and non -union adjustments are important in order to effectively maintain internal equity, compete in external <br />hiring processes, and to retain the City's talent.
