homestead into two, 2.5-acre lots. There is a house on the southern part of the subject property. <br />After the platting, the existing house will be located on Lot 1, Block 1, of the new plat. Lot 2, <br />Block 1, would be a new buildable lot. The existing residence has on-site sewer and water <br />systems. The new lot will also be served with private on-site sewer and water system. The <br />standard drainage and utility easements are provided along the perimeter of each of the lots. <br />Both of the lots meet the 2.5-acre minimum lot size and the 200ofoot lot width requirements, <br />However, the property is in the Rural Transition Area for which there is a density restriction of <br />four units in 40 acres. The lot split does not comply with four in forty. On December 5, 2000, <br />the Board of Adjustment granted a variance to the four in forty role to facilitate the lot split. <br />Anoka County suggested that one or both of the existing accesses onto County Road #83 be <br />abandoned and the two lots gain public access from Eland Street. Eland Street, adjacent to the <br />plat is unimproved, and many mature trees would have to be destroyed to construct a driveway to <br />the north boundary of the plat to reach Eland Street. This option doesn't seem to be justified for <br />the creation of one homesite. The Nordviks have agreed to preserve a corridor for the future <br />extension of Eland Street through the plat. The corridor is being preserved with a 66-foot wide <br />drainage and utility easement running north and south through the property. In addition, the <br />Nordviks have agreed that both accesses onto County Road #83 will be abandoned and converted <br />to local, interior streets at such time as the property is further developed. The City also foresees <br />a possible future extension of 157th Lane from the east side of County Road #83 to the west side, <br />which would then "T" into the future Eland Street. The Nordviks have preserved a 33-foot wide <br />corridor in the southeast comer of the plat to accommodate the future extension of 157t~ Avenue. <br />The Park Commission has recommended that park dedication consist of dedicating land to <br />continue the trail corridor along the south boundary of the plat. This is being accommodated by <br />dedicating a 37.5-foot wide linear park on the final plat from the southwest comer of the plat to <br />the west line of the future Eland Street, and conveying an easement for trail purposes to the City <br />over the 33-foot wide utility easement from the east edge of the future Eland Street to the <br />southeast comer of the plat. <br /> <br />Councilmember Anderson inquired if with all of the corridors being preserved and future <br />extensions will there be enough room to accommodate two drain fields. <br /> <br />Community Development Director Frolik replied yes. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Anderson, to adopt Resolution <br />#01-05o213 granting final plat approval to Nordvik Addition contingent upon compliance with <br />the City staff review letter dated May 16, 2001, and the developers entering into a development <br />agreement with the City. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Anderson, Hendriksen, <br />and Zimmerman.
