Council Business <br /> <br />Mayor Gamec called the regular City Council meeting back to order at 7:36 p.m. <br /> <br />Mayor Gamec inquired if a special motion was needed because there is a moratorium in place. <br /> <br />City Attorney Goodrich stated that the language should be added to motion stating that the <br />Council is waiving the moratorium prohibition based on the preliminary approval taking place <br />prior to the moratorium taking effect. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Zimmerman, to waive the <br />moratorium prohibition based on the preliminary approval taking place prior to the moratorium <br />taking effect and approve an off-sale liquor license application for Jeff and Deanna Wise and <br />Scott and Catherine Montreuil, d/b/a Wiser Choice Liquor. <br /> <br />Further discussion: Councilmember Anderson stated that she had received a call from a resident <br />expressing concern that people would pick up liquor and then go and drink at Central Park. She <br />inquired as to what the rnles were regarding alcoholic beverages in City parks. Mayor Gamec <br />replied that the current policy is that no alcohol is permitted in a City park without a permit. <br />Councilmember Anderson inquired if the parks were posted that way. City Clerk Thieling <br />replied yes. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Zimmerman, Anderson, <br />and Hendriksen. Voting No: None. <br /> <br />Case #2: <br /> <br />Adopt Resolution Amending the Joint and Cooperative Powers Agreement <br />with Quad Cities Cable Communications Commission <br /> <br />City Administrator Norman stated that the Quad Cities Cable Communications Commission has <br />for some time been dealing with and discussing the merits regarding the matter of leasing or <br />purchasing and owning a studio/office facility. This issue was prompted by the fact that the <br />Commission has been operating without a studio and has maximized its current leased office <br />space. Recently, the Commission voted unanimously to seek authorization from its various <br />member City Councils to be granted permission to issue a municipal revenue bond sufficient to <br />construct a government/community production building. All directors on the Cable Commission <br />are in agreement that the owning of an asset is more cost-effective than leasing property. A <br />resolution has been drafted for consideration by each member city that would amend the current <br />Joint Powers Agreement to authorize the Commission to issue bonds for the purpose of <br />purchasing Real property and constructing a new studio/office facility.
