City Attorney Goodrich recommended tabling action to give staff and himself time to review <br />what the implications would be of stopping the project. The condemnation action has not gone <br />to its first step and could be delayed. <br /> <br />Councilmember Kurak stated that she would like some type of feedback regarding that <br />information because she does not feel good about the impact of the project. <br /> <br />Council member Zimmerman gave a brief history of how the project was initiated. He stated that <br />to stop the project at this point would be a disservice to the district. He inquired as to what the <br />cost of the project is. <br /> <br />City Engineer Jankowski replied that the total cost was $300,000 and $100,000 was contributed <br />outside the district. <br /> <br />Councilmember Zimmerman inquired as to how many property owners contribute to the district. <br /> <br />City Engineer Jankowski replied that there are seven different property owners. <br /> <br />Councilmember Hendriksen stated that he can't continue to hear many statements being made <br />that the project is needed due to the TIF district. An outlet was planned and the City contributed <br />that amount of money to the project. Whether Mr. Gilbertson will admit it or not the run off <br />from his property was draining onto the Zitzloff property and Mr. Zitzloff had a right to develop <br />his property. To blame the need for the project on TIF financing or the property to the north is <br />not a good argument. <br /> <br />Mr. Holasek replied that Mr. Zitzloff had volunteered to pay for his own drainage and there is a <br />very large business pond that needs an outlet and the City is going through their property using <br />them as a "scapegoat". <br /> <br />Councihnember Hendriksen noted that it was representatives from the property owners that <br />suggested connecting the drainage pipe to Sunfish Lake Boulevard. <br /> <br />Co uncihnember Zimmerman inquired if Phase I was complete. <br /> <br />City Engineer Jankowski replied yes, except for restoration. <br /> <br />City Administrator Norman stated that the Council did authorize action to condemn the <br />remainder of the property, but then staff requested that the process be delayed. The reason he <br />agreed to meet with the property owners was to discuss the frontage road study and at that time <br />he made it very clear that he did not agree with the placement of the pipe on the north side of the <br />tracks. He recommended that the Council proceed with acquiring the property. <br /> <br />Councilmember Zimmerman inquired if the City of Ramsey would lose any money if they did <br />not proceed with Phase II. <br /> <br />City Council/June 12, 2001 <br />Page 10 of 19 <br /> <br /> <br />
