Mayor Gamec replied that at this time the Commission is <br />looking at Federal funding. City Administrator Norman noted that the only participation the City <br />is agreeing to by passing the resolution is to be part of the study. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #2: <br /> <br />Introduce Ordinance to Establish Development Moratorium on Certain <br />Parcels in Section 29 <br /> <br />Community Development Director Frolik stated that the increased traffic congestion along T.H. <br />#101, T.H. #169, T.H. #10, and 1-94 corridors results in substantial delays at the Mississippi <br />River crossings during the rush hours. This situation has been recognized as a regional priority <br />in Mn/DOT's Metro Division 2005-2025 Transportation System Plan, Metropolitan Council's <br />Transportation Policy Plan. Mn/DOT, Anoka County and Hennepin County are joining forces to <br />do a Northwest Metro Corridor and River Crossing Study to consider a long-term option to <br />address the relief of congestion on the highway corridors and river crossings. It is likely that <br />property west of Am~strong Boulevard in Ramsey would be impacted in a Mississippi River <br />crossing as contemplated in the Ramsey/Dayton draft Comprehensive Plan. It is determined to <br />be a long-term option to the traffic congestion. The City has received a written request from <br />County Commissioner Dennis Berg asking Ramsey to implement a moratorium on development <br />in portions of Section 29 to protect the planning process during the study period. She noted that <br />the City would allow interim use permits for temporary uses that would not require a permanent <br />structure on the property while the moratorium is in place. <br /> <br />Counciimember Zimmerman stated that he felt that the map indicating the included parcels was <br />done in error. He recommended that staff get together with the highway department to include <br />those parcels that are deemed as possibly being needed for right-of-way. <br /> <br />Councilme~nber Hendriksen stated that the moratorium should probably be extended through to <br />Puma Street as well as the section immediately south down to the river. <br /> <br />Motion by Councihnember Hendriksen, seconded by Councilmember Zimmerman, to introduce <br />an Ordinance to establish a moratorium on the development of certain parcels located in Section <br /> <br />City Council/June 12, 2001 <br /> Page 4 of 19 <br /> <br /> <br />
