Winslow Holasek, 1159 Andover Boulevard, Andover, stated that he has seen two proposals for <br />the layout of the frontage road along Highway #10 and inquired as to which one was accurate. <br /> <br />Mayor Gamec reviewed the most recent frontage road study. <br /> <br />Mr. Holasek stated that when they met with the City Administrator they were interested in <br />knowing the possible layout of the frontage road along their properties, but they never changed <br />their opinion that the storm sewer system should be on the north side of the tracks. He stated that <br />the properties along that area of Highway #10 are so narrow because of the highway and the <br />railroad tracks and if the City takes land in the front of their properties and in the back of their <br />properties there will be a very limited use for any of the properties. Mr. Holasek stated that the <br />project is premature because they do not need the drainage. He suggested waiting until the land <br />is developed to complete the project. <br /> <br />Mayor Gamec replied that the City has to develop a plan so that there is limited access to <br />Highway #10. The subdrainage district will stay the same, but the layout of the frontage road <br />may change. <br /> <br />Mr. Holasek stated that the frontage road, storm sewer project and development should all occur <br />at the same time. <br /> <br />Councilmember Zimmerman advised the property owners that the EDA and Planning <br />Commission will be reviewing the frontage road study in July. <br /> <br />Mayor Gamec requested that staff notify the interested property owners of the meeting. <br /> <br />Ms. Holasek inquired as to why the drainage pond that was constructed by the City in 1996 never <br />had an outlet. <br /> <br />City Engineer Jankowski reviewed the history of the pond located in Business Park 95. <br /> <br />Councihnember Hendriksen noted that the City decreased the cost of the total project to the <br />extent that it would have cost the City to put the outlet in. <br /> <br />Mr. Holasek replied that the dollar amount was an assumption of what the cost would have been. <br />He stated that when the City obtained the easements to drain into the pond they should have <br />received easements to get an outlet from the pond. The City already knew in 1996 that they <br />could not get an outlet through Anoka. He inquired if there had been a feasibility study done to <br />run the pipe on the north side of the railroad tracks. <br /> <br />City Engineer Jankowski replied that they did consider that option, but if a pipe was located on <br />the north side of the tracks a pipe would still be needed on the south side of the tracks. <br /> <br />City Council/June 12, 2001 <br /> Page 7 of 19 <br /> <br /> <br />
