Mayor Gamec stated that he has made comments in the past about not constructing eight unit <br />townhomes, but reducing them to six unit townhomes which would allow for more green space <br />and the widening of streets. He explained that the City has had some problems with one <br />townhome development regarding snow removal. Overall he felt that the development was a <br />good plan. <br /> <br />Councilmember Kurak stated that she did not have any problems with the proposed senior <br />complex. In regards to the townhomes she would prefer to see six units rather than eight units <br />and the streets be widened. The reason she recommended the wider streets is for safety reasons <br />and then if the City is asked to take over the maintenance of the streets the streets would be wide <br />enough to be maintained by the City's existing equipment. She does not consider yards as green <br />space and felt that with a PUD the developer should be giving more green space. She stated that <br />she would be willing to look at different options. She mentioned a development in Stillwater <br />called "The Liberty", in which they have upper scaled homes and to preserve green space they <br />have made more of a group community. She stated that the upland area of the development <br />needs to have more green space. <br /> <br />Councilmember Anderson stated that she struggles with the idea of City streets vs. private <br />streets, but she does think that all streets should be built to City standards. She stated that she <br />would like to work with the developer on the development and go ahead with the EAW. In <br />regards to the townhomes she wanted to make sure that they don't look like "army barracks" like <br />some other townhome projects. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Anderson, to complete an <br />EAW in accordance with the options presented by the City Attorney. <br /> <br />Further discussion: Councilmember Kurak inquired as to what an EAW meant. City Attorney <br />Goodrich explained that once an EAW is ordered the City cannot take any more action on the <br />proposal. Secondly they will look at all environmental concerns and make a recommendation <br />whether or not the development should proceed as planned based on those environmental <br />concerns. Principal Planner Trudgeon explained that the agency will fill out a work sheet and <br />once that is done the Council reviews the document and makes a determination if further review <br />is needed and order an EIS. If no further review is needed then the process stops. <br />Councilmember Kurak stated that she would prefer to work with the developer on scaling down <br />the size of the development rather than holding it up. She did not want the development to be <br />stopped because she thought that would be bad for the City. She stated that she did not <br />understand what the emergency was to have the EAW completed until it is determined how <br />much density will be placed on the site. Councilmember Kurak did not think that it made sense <br />to stop the process when there is already a petition by the residents to complete the EAW. <br />Mayor Gamec stated that the property is going to be developed and will be done soon. When he <br />sees a plan that is reasonable, and the citizens have submitted the EAW petition, then he felt that <br />the City should continue to work with the developer.
