Councilmember Hendriksen stated that if Mr. <br />Black withdraws his rezoning request and says that he is willing to work on the development <br />then he will withdraw his motion. Mr. Black withdraw his rezoning request. <br /> <br />Councilmember Hendriksen and Councilmember Anderson withdrew their motion. <br /> <br />Motion withdrawn. <br /> <br />Councilmember Anderson requested that staff research the procedure for completing a minor <br />Comprehensive Plan amendment and to resolve as many issues as possible so that the process is <br />not further delayed. <br /> <br />Mr. Shoberg stated that Mr. Black is not a resident of Ramsey, and the residents came to Ramsey <br />for the natural environment of the area. Eighty-five residents signed the petition for the EAW <br />and would like that to go through. The EAW is a guiding factor for a developer and it is their <br />right to petition for it. <br /> <br />Bruce Iverson, 14301 Neon Street NW, Ramsey, stated that he submitted recommendations for <br />improving the "The Ponds" development. He does not think that the development should be <br />approved as proposed, but would like to see the City continue to work with the developer. He <br />does not want to see the project stopped, but wants to make sure that it is planned to the guiding <br />principals. He suggested that the lots adjoining the pond be increased in size to match the <br />existing neighborhoods. The people that move into the new neighborhood will be making <br />conscious decisions on density in the townhome areas, but people along the wetland will be left <br />with the decision made by the Council. He chose Ramsey because of the commitment to <br />preserve wetlands, wildlife and trees. <br /> <br />Councilmember Hendriksen stated that the Council is in the process of trying to resolve their <br />differences about the Comprehensive Plan and one of those issues has to do with density. The <br />most recent draft of the Comprehensive Plan lays out density of 15 units per acre for high <br />density, 7 units per acre for medium density and 3 units per acre for low density. The medium <br />and high-density requirements are twice what they were previously proposed. <br /> <br />Mayor Gamec stated that the City needs to have a certain amount of development to keep the tax <br />base level. <br /> <br />Mr. Iverson stated that all he is asking for is the size of the lots along the pond be increased. <br /> <br />Councilmember Hendriksen stated that findings of fact #10 needs to point out that the <br />development did exceed the Comprehensive Plan in townhome density. He stated that the <br />findings of fact should not be a vehicle to promote a particular position. #12 regulations say that <br />they cannot have private streets. He wished staff would be more careful in drafting this to state <br />what the City's zoning ordinances are. <br /> <br />City Council/June 26, 2001 <br />Page 18 of 28 <br /> <br /> <br />
