Councilmember Hendriksen stated that there are deficiencies in the ward system. <br />Darlene Milless, 14550 Ramsey Boulevard NW, Ramsey, stated that she has lived in Ramsey all <br />of her life. Any changes that have been made have been done because of the citizens. If they did <br />not want change no one would be here. The City has become so congested and they need <br />change. Residents want the ward system and they want a change. Mr. Kiefer stated that the <br />Mayor's term was a binding question and added at the last hour. If they change the Mayors term <br />they would be going back on the citizens choice. Councilmember Henddksen stated that they <br />could have incorporated changing the Mayors term as part of the election and the Charter <br />Commission chose not to do that. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Anderson, Hendriksen, <br />and Zimmerman. Voting No: None. <br /> <br />Case #4: Award Bids for 2001 Street Maintenance Program <br /> <br />City Engineer Jankowski stated that on July 17, 2001, bids were opened for the 2001 Street <br />Maintenance Program. This year the program was divided into two divisions. Division A <br />consists of work associated with crack sealing and seal coating streets on eleven individual <br />projects and also the parking lot at Central Park. Division B consists of one-and-one-half inch <br />bituminous overlay on five individual subdivision projects. It was noted that the Division A low <br />bid is 14 percent below the construction estimate contained in the February 2001 feasibility <br />study. Division B is 4 percent below the estimate. Staff recommended awarding contracts to the <br />lowest responsible bidder in each division; Division A to Allied Black Top, Inc. in the amount <br />of $126,525 and Division B to North Valley, Inc. in the amount of $213,635.19. <br /> <br />Councilmember Zimmerman stated that he had noticed a portion of the funding was taken from <br />the storm water utility fund and questioned why. <br /> <br />City Engineer Jankowski replied that in the Highpoint subdivision, staff met this spring when the <br />subdivision was overlayed and they wanted to address some of the drainage problems. The City <br />agreed to put in some concrete cross gutters to prevent the problem in the future. <br /> <br />Motion by Councilmember Zimmerman, seconded by Mayor Gamec, to adopt Resolution #01- <br />07-252 awarding Division A to Allied Black Top, Inc. in the amount of $176,525; and <br />Resolution #01-07-253 awarding Division B to North Valley, Inc. in the amount of <br />$213,6365.19. <br /> <br />Motion carried.
