Ms. Hunter replied that it is necessary for Councilmember Hendriksen to speak very clearly and <br />factual when talking with residents. <br /> <br />Councilmember Hendriksen replied that he thinks that he does. He stated that the latest draft <br />includes a sewer and water planning area and that with the initial document that came from the <br />Met Council when the plan was first approved it seems very clear to him that there is a strong <br />desire to have everyone within the MUSA hooked up to City sewer and water. <br /> <br />Ms. Hunter inquired as to why the City would extend the MUSA line if they don't intend to hook <br />people up to City sewer and water. <br /> <br />Councilmember Hendriksen replied that there are many people that did not choose to go into the <br />MUSA and have larger lots that do not want City sewer and water. <br /> <br />Ms. Hunter stated that there is a Charter in place which states that even if City sewer and water is <br />extended through a neighborhood a resident is not required to hook-up. Currently there is an <br />ordinance in place that requires a property to hook up to City sewer and water if the property is <br />sold, but the Public Works Committee has recommended repealing that ordinance. <br /> <br />Councilmember Hendriksen stated that despite the language of the City Charter, the Council <br />implemented language in the "due on sale" clause ordinance that would require the hook-up of <br />City sewer and water on the sale of the home. Recently the City Administrator realized that it is <br />a disincentive for the extension of sewer and water so there is more of an agreement that that <br />should not be part of the ordinance and so they are trying to take the steps necessary to repeal <br />that portion of the ordinance. <br /> <br />Ms. Hunter stated that the City has Charter amendments which tells the residents that they don't <br />have to hook-up to City sewer and water and the City is in the process of repealing the <br />requirement of hooking up to sewer and water upon the sale of a home, so why does there <br />continue to be mistruth to make people believe otherwise. There are people in belief that there is <br />going to be low income and subsidized housing in the town center parcel. Nobody has <br />mentioned that and nobody who owns that property would do that. She stated that she knows <br />that Councilmember Hendriksen has been using scare tactics and it is time for him to be the <br />reasonable Councilmember he claims to be. People are getting nonfactual information because <br />of Councilmember Hendriksen's scare tactics. <br /> <br />Councilmember Hendriksen replied that he is not responsible for the stories that get told and <br />retold. He stated that all it would take is for any informed individual to read what the Met <br />Council has written as to what they want to see happen to all of the households within in the <br />MUSA. He felt that anyone who lives within the MUSA and has private well and septic should <br />have concern.
