Councilmember Anderson stated that she knows that a policy was put in place regarding
mailboxes in cul-de-sacs, but inquired as to what is being done in regards to newspaper boxes.

Community Development Director Frolik replied that the development agreement is proposing
cluster boxes.

Director of Public Works/Fire Chief Kapler stated that he would hope that newspaper boxes
would be under the same requirement as mailboxes.

Mayor Gamec stated that it would defeat the purpose to not do that.

Consensus of the Council was to include newspaper boxes in the mailbox ordinance.

Councilmember Hendriksen requested that the City Attorney review the ordinance and propose
language if the ordinance is lacking that information.

Councilmember Zimmerman stated that he understands that North Fork has a park dedication
agreement from 1989 of $500 per unit, but the City is not going to be able to buy much for
$22,000.

Dennis Peck, Director of Development for North Fork, stated that he discussed the issue of park
land with the Park Commission and explained that there is 30 acres that is not covered in the
1985 agreement. It is likely that North Fork will be donating 70 to 100 acres to the City, which
will be more than $22,000. He noted that it was likely that the entire south shore of the lake will
be given to the City.

Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to adopt
Resolution #01-08-263 granting final plat approval of St. Andrews Addition contingent upon
compliance with the City staff review letter dated August 9, 2001 and entering into a
development agreement with the City.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman,
Anderson, and Kurak. Voting No: None.

Case #2: Bids for Wellhouse No. 3 (Improvement Project #00-29)

City Engineer Olson stated that Wellhouse No. 3 is proposed to be constructed approximately
1,000 feet due south of Well No. 4 in the City's western well field location in Section 28. Plans
and specifications have been prepared by Bolton & Menk, Inc. and bids were opened on Friday,
July 21, 2000. Bids were received from five contractors and ranged from $418,300 to $466,455.
Infinity Builders Corporation out of Maple Plain, Minnesota, provided the low bid and were
issued a notice of award for $503,300 due to the addition of a generator that was bid as an
alternate last year. Once it was discovered that the land was not available, staff felt that it was
not prudent to enter into the contract until the land acquisition was complete.
