City Council made various changes to the land use map for the Comprehensive Plan amendment. <br />Further changes, which still require staff direction included language that describes the <br />composition and implementation of the Town Center Mixed Use Area and also add language that <br />references Chapter 8.6 of the City Charter that does not require residents to hook-Up to City <br />sewer and water when they have a functioning septic system and.well. <br /> <br />Principal Planner Trudgeon presented the Council with the proposed language changes. <br /> <br />Councilmember Anderson stated that light industrial should be a permitted use under the mixed- <br />use designation. <br /> <br />Councilmember Hendriksen stated that the City Attorney was going to give an opinion on the <br />legalities of Councilmember Kurak voting on land use designations that pertain to her property. <br /> <br />City Attorney Goodrich replied that he would have that decision by January 4, 2002. <br /> <br />Councilmember Hendriksen inquired as to when the Ramsey Resident would be mailed with the <br />proposed land use changes. <br /> <br />City Administrator Norman replied some time after January 4, 2002. <br /> <br />Councilmember Hendriksen inquired if the land use map would be changed, if appropriate, prior <br />to the Ramsey Resident being sent out. <br /> <br />City Administrator Norman replied that he was unable to answer that, but he did not think that <br />staff would have the ability to reprint the map. <br /> <br />The majority consensus of the CoUncil was to proceed with the wording changes to the January <br />24, 2002 public hearing. <br /> <br />Julie Horn, 6031 - 145th Lane NW, Ramsey, stated that during the last Council meeting there <br />were 13 amendments made to the land use map. Her neighborhood abuts the Kurak property and <br />at a Council meeting of January 23, 2001, Ms. Kurak had some comments during the citizen <br />input portion of the meeting which were as follows: "There have been statements made that she <br />might possibly stand to gain financially fi.om her seat on the City Council. So she thought the <br />time had come to dispel any myths that residents have read or heard regarding her ownership of <br />land in Ramsey.", "The property they own on Sunfish Lake is in the MUSA and is zoned R-1 <br />Urban Residential. This residential zoning is consistent with the developments surrounding it. <br />Her husband Tom and she do not foresee any change in that zoning and assume it will be, at <br />some time in the future, developed to match the existing neighborhoods that surround it.", "Ms. <br />Kurak stated that she understands that as a Councilmember of Ramsey she cannot and will not <br />vote on any business pertaining to land she owns in Ramsey. This rule is the same for anyone <br />sitting in the capacity as a governmental official." Ms. Horn requested that the Council withdraw <br />the amendment pertaining to the Kurak property. She explained that there had previously been a <br />request to change the land use on the property and the adjacent neighborhood was very opposed <br />to changing the land use to a higher density.
