Councilmember Hendriksen stated that they also need to review the language regarding the time <br />development district prior to the public heating. He inquired if the Council has decided whether <br />or not to send out individual notifications to the residents regarding the changes. <br /> <br />Councilmember Kurak replied that she felt that notification in the Anoka Union, Ramsey <br />Resident, and on Cable TV was adequate. <br /> <br />Councilmember Anderson stated that it is important to specify what the most recent changes are, <br />but identify they are not the only changes that have been made. <br /> <br />City Attorney Goodrich suggested publishing the final land-use map in the Ramsey Resident. <br /> <br />Councilmember Hendriksen stated that the reason those notification methods are not satisfactory <br />is that people look at a map and go away with an assurance and just a general map does not <br />indicate there is a change that will affect them. How are residents going to know what the <br />implications are of the land use changes. <br /> <br />City Attorney Goodrich replied that the key in the legend should go along with the map, as well <br />as the language that the entire Comprehensive Plan is available for review at City Hall. <br /> <br />Motion by Councilmember Kurak, seconded by Mayor Gamec, to refer the amended <br />Comprehensive Plan to the Planning Commission for a public hearing and that a notice of the <br />public hearing be published in the City's legal newspaper, pursuant to State Statute, as well as <br />the Ramsey Resident. <br /> <br />Further discussion: Councilmember Hendriksen inquired if a public hearing will be held before <br />the City Council. Mayor Gamec suggested that they wait and see the response at the Planning <br />Commission level and then the Council could schedule their own public hearing if it was <br />necessary. Councilmember Zimmerman stated that the land-use map should be published in the <br />Anoka Union. Councilmember Kurak replied that the problem with that is that the map would be <br />published in black and white so it would not be of much uge. City Attorney Goodrich noted that <br />the notice of public hearing and a description of the Comprehensive Plan has to be published in <br />the Anoka Union. Councilmember Zimmerman still felt that the land use map should be <br />published in the Anoka Union. Mayor Gamec replied that they could add it, but the map in the <br />Ramsey Resident will be much more beneficial because it will be in color. Councilmember <br />Hendriksen stated that if the land use map is published in the Anoka Union it will be not be of <br />much value in black and white. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to amend the <br />original motion so that the public hearing will be advertised in the Ramsey Resident with a color <br />land use map and that the public hearing be a joint meeting between the Planning Commission <br />and City Council. <br /> <br />City Council/November 27, 2001 <br /> Page 21 of 22 <br /> <br /> <br />
