Councilmember Hendriksen suggested looking at all expenditures (Sunwood) and see what's <br />eligible for MSA. If we end up with a bridge there, maybe we would need MSA funds for exit <br />ramps, etc. Councilmember Hendriksen also asked to look at the cash flow for TIF District No. <br />10. Mr. Norman offered that Mr. Sullivan would get in touch with Councilmember Hendriksen. <br /> <br />Discussion ensued relating to the General Obligation Bond and making this a separate Council <br />item. Mr. Donna recommended placing this bond issue using a local bank. <br /> <br />2) cxP <br /> <br />Finance Officer Lund referred to the CIP handout. Page 85 to the end of the book shows <br />different funding sources. It shows depreciated amounts. The landfill money is to be used for <br />park projects also. Page 88 shows the Police facility and the Public Works facility. That's two <br />loans we have on this account and it is just short of $4 million. Pages 86 and 87 are the policy of <br />the Landfill Trust Fund and how it is to be used. Pages 89 and 90 are proposed loans from the <br />Landfill Trust Funds to be used for office remodeling and land purchase. Lawful Gambling, <br />page 92 is designated for park property also - Central Park entrance sign - $47,800. Council <br />asked staff to find out what Anoka is doing about the pool. Page 92 - MSA Funds - 2.5 million <br />dollars are available in 2002. The question was raised can we lose MSA funding if we do not <br />use it. Ms. Lund offered to check on that. Council suggested talking to the Anoka Council about <br />different things - such as a connection of McKinley. Page 93 is designated for park projects. <br />Councilmember Zimmerman suggested getting input from the Park and Recreation Commission <br />- cost and traffic configuration and the issue of access on T.H. #47 to Elm Crest. <br />Councilmember Hendriksen mentioned clean up of the entrance off of #47 - the main entrance <br />has to be off. He said to get this on the list of things to get done. We have received a grant for <br />this park; he asked that staff report back. <br /> <br />Public Improvement Revolving Fund - page 94 - the major item is the City shared street <br />maintenance program. This is the fund that collects any special assessment payments that comes <br />into the City. Page 95 is the Sewer Utility Fund - it shows a few proposed projects. Page 96 - <br />Stormwater Management Fund - 2001 - $108,000 - the Mississippi Storm District #1 will pay <br />that amount. Page 97 - Stormwater Utility Fund and page 98 is the Water Utility Fund - the <br />biggest item proposed is Well #8 and Pumphouse #4 for the year 2004. Pages 99 - 105 - are all <br />different cash flows pertaining to TIF Districts in the City. Numbers 9 and 10 are not listed here. <br />Page 4 is a breakdown of different funding sources for the years 2001 - 2006. <br /> <br />Councilmember Hendriksen asked about the grants and aid - $1,800,000 for 2006. Ms. Lund <br />responded that is the number that Mark Boos gave toward Trott Brook trails - they are listed on <br />page 83 - assumptions, wishes. <br /> <br />Pages 5 and 6 - all the projects are outlined. Discussion ensued about tenant/usage for BMA <br />property park and why does the City have to be involved in that. The Council discussed different <br />ways of doing that -joint venture, negotiated sales, condemnation. Councilmember Hendriksen <br />felt like there is nothing in 2003 - 2006 and asked why the BMA property is not listed. Staff <br />stated it could be a joint venture - this says we are going to acquire that land. Councilmember <br />Anderson said not to add something just to be adding something.
