The report made a point to mention that a <br />significant portion of Ramsey's debt is non-levy supported. <br /> <br />Mayor Pro Tern Elvig stated the AUAR improvements are needed due to mitigating factors and <br />growth. There was some work accomplished on Ramsey Boulevard earlier this year. He noted <br />the costs are split in thirds, with the county and assessments to the Town Center project each <br />taking on 1/3 of the costs. This bond is a pass-through bond with payments guaranteed by the <br />county. <br /> <br />Mr. Donna reviewed the City of Ramsey G.O. Improvement Bonds, Series 2005B Report, which <br />included the following information: <br /> Sources anduses <br /> [] Debt service schedule <br /> [] Pricing summary <br /> [] Detail costs of issuance <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Strommen, to authorize the <br />adoption of Resolution #05-05-146 accepting the offer to purchase $4,335,000 General <br />Obligation Improvement Bonds, Series 2005B, pledging special assessments for the security <br />thereof and levying a tax for the payment thereof. <br /> <br />Motion carried. Voting Yes: Mayor Pro Tem Elvig, Councilmembers Pearson, Strommen, <br />Cook, Jeffrey, and Olson. Voting No: None. <br /> <br />Case #8: <br /> <br />Recommendation for Selection of Architect for Ramsey Town Center <br />Community Center/Fitness Facility <br /> <br />City Administrator Norman reviewed that the City Council discussed an architect for the <br />proposed community/fitness center in work session on March 29th and April 5th, 2005. It was the <br />consensus of the City Council to seek Requests for Proposals with qualifications prior to <br />selection of an architect. The City Council briefly discussed the two proposals prior to the <br />Council meeting of May 10, 2005, and asked that staff review the proposals and make a <br />recommendation for the Council meeting of May 24, 2005. <br /> <br />City Administrator Norman indicated staff has reviewed the two proposals from Ankeny Kell <br />Architects of St. Paul and D JR Architects, Inc. of Minneapolis. Staff also met with Ramsey <br />Town Center Master Developer representatives on Monday, May 23, 2005, and received their <br />thoughts on the two proposals. It was agreed by everyone reviewing the proposals that both <br />firms are quality consultants and the City would be fortunate to have either group as the architect <br />for the fitness facility. He explained staff understands that D JR has been working for the past <br />nine years with LifeTime Fitness and has gone through many changes for the programming and <br />merchandising that LifeTime Fitness has been through during that same period. Ankeny Kell <br />also has wonderful experience in creating a beautiful center that has an attractive exterior look to <br />the facility. However, Ankeny Kell does not have the public/private partnership integration as <br />most projects in the Metropolitan areas are today.
