<br />Councilmember Menth introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #20-308 <br /> <br />RESOLUTION AUTHORIZING LOCAL ROAD IMPROVEMENT PROGRAM (LRIP) <br />GRANT APPLICATION FOR RIVERDALE DRIVE EXTENSION – LLAMA STREET <br />TO BOWERS DRIVE, IMPROVEMENT PROJECT #20-05 <br /> <br />WHEREAS, <br />existing Riverdale Drive between Sunfish Lake Boulevard and Armstrong <br />Boulevard functions as the south frontage road to U.S. Highway 10/169; and <br /> <br />WHEREAS, <br />the City of Ramsey proposes to extend Riverdale Drive between Llama <br />Street and Bowers Drive to extend the south frontage road system south of U.S. Highway 10/169 <br />to Bowers Drive; and <br /> <br />WHEREAS, <br />this improvement project is consistent with the goals and objectives of the <br />Highway 10 Access Planning Study completed in 2014 in partnership between the Minnesota <br />Department of Transportation (MnDOT) and the Anoka County Highway Department, and <br />broadly supported by partnering agencies including the City of Anoka, City of Ramsey, Anoka <br />County, MnDOT, and the Metropolitan Council; and <br /> <br />WHEREAS, <br />pursuant to Resolution #20-125, adopted by the Ramsey City Council on <br />June 9, 2020, grant funding up to the maximum award amount of $710,000 was requested <br />through the Local Partnership Program (LPP), which was subsequently denied; and <br /> <br />WHEREAS, <br />the City represents that the proposed extension of Riverdale Drive between <br />Llama Street and Bowers Drive meets the requirements of the Local Road Improvement Program <br />(LRIP) thereby allowing the project to receive LRIP grant funding up to the maximum award <br />amount of $1,125,000; and <br /> <br />WHEREAS, <br />the City has the capability to adequately fund its local cost share for this <br />improvement project; and <br /> <br />WHEREAS, <br />the City agrees to comply with all applicable laws and regulations as stated <br />in the grant agreement; and <br /> <br />WHEREAS, <br />the City has the necessary capabilities to adequately develop, implement, <br />manage, and maintain this public improvement project. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That the Ramsey City Council hereby authorizes Staff to apply for up to $1,250,000 in <br />funding through the Local Road Improvement Program (LRIP) to extend Riverdale Drive <br />between Llama Street and Bowers Drive. <br />
