Councihnember Anderson stated that she was glad to see the wage at $13.00 per hour. <br /> <br />Councilmember Hendriksen inquired as to where the $13.00 came from and how it compares to <br />minimum wage. <br /> <br />Mr. Mulrooney replied that $13.00 per hour relates to a grant from the MN Dept of Trade and <br />Economic Development. In order to fulfill the agreement they must pay a minimum of $13.00 <br />per hour. As it relates to minimum wage, $13.00 per hour is substantially higher. <br /> <br />Councihnember Hendriksen inquired as to how the $13.00 per hour compares to the wages paid <br />in the service industry. <br /> <br />Mr. Mulrooney replied that the $13.00 per hour would be substantially higher that what is paid at <br />most service industry jobs. He also noted that Star Exhibits also brings with them a substantial <br />amount of white-collar work force above $50,000 annually. They were also listed as one of <br />Minnesota's 50 fastest growing companies. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Hendriksen, to authorize <br />business subsidy agreement with Twinkle Twinkle, LLC (Star Exhibits) and authorize execution <br />of a development agreement with Twinkle Twinkle, LLC, contingent upon review by the City <br />Attorney. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Hendriksen, Anderson, <br />and Zimmerman. Voting No: None. <br /> <br />Case #6: Amended and Restated Development Program for Development District No. <br /> 1 <br />City Administrator Norman stated that staff has been working with Advance Resources for <br />Development to prepare the modification to the boundary of Development District No. 1 to <br />expand the area of the Development District. In November of 1998 the City Council authorized <br />the modification of the Development District to include most of the area which is south of what <br />is now known as Alpine Drive. An area excluded from the'Development District included that <br />area south of the railroad tracks and north of Highway #10 because Alpine Drive intersects with <br />Highway #10 to the east of the potential development area. Current discussions to develop this <br />area would require inclusion in the Development District. <br /> <br />Councilmember Zimmerman recommended that the new Alpine Drive extension be the northerly <br />boundary, <br /> <br />Consensus of the Council was to have Alpine Drive be the northerly boundary of District No. 1. <br /> <br />City Council/October 23, 2001 <br /> Page 11 of 24 <br /> <br /> <br />
