· URS/BRW, Inc. $86,000 <br />* Budget $50,000 <br /> <br />A committee comprised of County Engineer Jon Olson, Anoka City Engineer Craig Gray, and <br />Ramsey City Engineer Steve Jankowski, met on September 26, 2001, to review the proposals. <br />This committee recommended retaining SRF Consulting, Inc. for the work. Besides being the <br />lowest cost proposal, several other considerations were responsible for this recommendation. <br />Both the City of Ramsey and Anoka County have had past experience with SRF, Inc. and found <br />them to be knowledgeable, competent, and responsible. In addition, members of the project team <br />are individuals who have provided service to the City of Ramsey, and Anoka County on past <br />projects. Finally, the cost submitted by SRF allows an adequate remaining budget to incorporate <br />additional meetings with various stakeholder groups once they are identified during the initial <br />phase of the work. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Zimmerman, to adopt <br />Resolution #381 to enter into a contract with SRF, Inc. to prepare a C.R. #116 Corridor Study <br />consistent with their proposal. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Zimmerman, Anderson, <br />and Hendriksen. Voting No: None. <br /> <br />Case #8: <br /> <br />Application Withdrawal of McDonald 2nd Addition; Case of Robert <br />McDonald <br /> <br />Community Development Director Frolik stated that on September 25, 2001, the City Council <br />reviewed the proposed final plat for McDonald 2nd Addition. The City Council tabled the item <br />and directed the applicant to delineate all wetlands on the subject property as drainage and utility <br />easements. Subsequent to the City Council meeting, Mr. McDonald withdrew his application to <br />plat approximately 40 acres into McDonald 2nd Addition. Following that, staff had some <br />conversations with Councilmember Kurak and, based on the results of those discussions, Mr. <br />McDonald would like to table action for further information. <br /> <br />Councilmember Kurak stated that in discussing the issue with staff and the City Attomey an <br />Ordinance was discovered, which related to drainage and utility easements. <br /> <br />City Attorney Goodrich stated that the City currently has a policy of recommending an overall <br />drainage and utility easement over all wetlands when plats are developed. In addition to that <br />policy the City has a subdivision ordinance, which he reviewed. The language in that <br />subdivision ordinance would be met by the dedication of the 66-foot easement, which the <br />applicant had agreed to. <br /> <br />Councilmember Kurak stated that there is a 66-foot drainage ditch that runs across Mr. <br />McDonald's property and he is willing to dedicate that easement. What she was hoping is that <br />the Council would look at this issue and reevaluate the policy of encumbering all wetlands as <br /> <br />City Council/October 9, 2001 <br /> Page 12 of 24 <br /> <br /> <br />
