<br />Parks and Assistant Public Works Superintendent Riverblood reviewed the staff report and <br />recommendation of the Park and Recreation Commission and staff to authorize this project, <br />consisting of an expansion of the off-leash area at Alpine Park, with solar lighting at a not to exceed <br />cost of $20,000, for implementation in 2020, if possible, or spring of 2021 if winter conditions do <br />not permit earlier construction. <br /> <br />Councilmember Specht asked for clarification on the existing and proposed expansion areas. <br /> <br />Parks and Assistant Public Works Superintendent Riverblood stated that the proposed area for <br />expansion has been reduced in size from the proposal from the resident in order to reduce cost and <br />not encumber the area used for sports warmups. He stated that there is most likely a need for <br />another off-leash area in the community, perhaps near the downtown area and noted that the <br />Commission will continue to review those options. <br /> <br />Motion by Councilmember Specht, seconded by Councilmember Kuzma, to authorize a not to <br />exceed amount of $20,000 for the expansion of Alpine Park’s off-leash area to include aspects of <br />solar lighting. <br /> <br />Further discussion: Mayor LeTourneau recognized that Ms. Brockman is in the audience and <br />thanked her for bringing forward this request. Sue Brockman, 15631 Ramsey Boulevard NW, <br />thanked the Council and Parks and Assistant Public Works Superintendent Riverblood for <br />considering this project. She stated that when she brought this consideration forward earlier this <br />year, she did not anticipate that it could move forward this quickly. <br /> <br />Motion carried. Voting Yes: Mayor LeTourneau, Councilmembers Specht, Kuzma, Menth, and <br />Riley. Voting No: None. Councilmember Musgrove. <br />7.03: Adopt Resolution #20-279 Approving Final Version of 2040 Comprehensive Plan <br />Update <br /> <br />Deputy City Administrator Gladhill reviewed the staff report and stated that consistent with <br />previous Planning Commission recommendations, staff recommends approval of this draft 2040 <br />Comprehensive Plan Update. Amendments from the previous draft are administrative and <br />technical in nature and do not have policy implications at this time. <br /> <br />Motion by Councilmember Menth, seconded by Councilmember Kuzma, to Adopt Resolution <br />#20-279 Approving the City of Ramsey 2040 Comprehensive Plan Update. <br /> <br />Further discussion: Mayor LeTourneau thanked Deputy City Administrator Gladhill for the work <br />he has put into this process over the past few years. He commented that this document is used to <br />guide the development of the City and again thanked staff. <br /> <br />Motion carried. Voting Yes: Mayor LeTourneau, Councilmembers Menth, Kuzma, Riley, and <br />Specht. Voting No: None.
