CITY COUNCIL WORK SESSION <br />Topic Report: Cluster Ordinance <br />By: Amy Geisler, AICP, Associate Planner <br />Patrick Trudgeon, AICP, Community <br />Development Director <br />Background: <br /> <br />The City approved the new cluster ordinance for the Rural Devel°ping Area last February <br />of 2005. The intent of the new ordinance was to allow some development in the Rural <br />Developing Area while maintaining a large portion of the property undeveloped until <br />City sewer and water are available to the property. Since February, the City has received <br />tbur subdivision applications under the new cluster requirements. All are currently in the <br />sketch plan stage but are expected to proceed to preliminary plat in the near future. <br /> <br />The following items are enclosed: <br /> <br />a) Rural developing-'cluster ordinance <br />b) Rural Developing Area exhibit <br /> <br />Observations: <br /> <br />In reviewing these proposals, the Planning Commission and City Council have raised <br />some concerns about how the new ordinance is being applied, particularly for proposed <br />clusters north of Trott Brook. All of the proposals have generated a lot of interest and <br />questions from neighboring property owners; in Staff's opinion, many of these concerns <br />are related to tot size. Other concerns (traffic, etc) are similar to those raised with other <br />non-cluster subdivisions. <br /> <br />Because of the concerns raised by the Planning Commission and City Council, Staff is <br />seeking direction on the current ordinance as written and how it should be applied as <br />additional development proposals come forward. <br /> <br />Options for action: <br /> <br />1. Moratorium to update the Comprehensive Sewer and Water Plan north of Trott Brook <br />2. Change Chapter 9 to remove/amend cluster requirements <br /> <br />Action Statement: <br /> <br />Provide direction to staff on how to proceed with cluster subdivision proposals and/or <br />any ordinance changes. .. <br /> <br />Reviewed by: <br />City Administrator <br /> <br />CCWS: 6/21/05 <br /> <br /> <br />
