Mr. Bakken inquired as to what the concept was of the central planning area. <br /> <br />Councilmember Hendriksen replied that it is an area that has been identified that will be <br />redeveloped into townhomes and apartment buildings. <br /> <br />City Administrator Norman presented the Council with the Met Council recommendations for <br />passing the City's Comprehensive Plan. <br /> <br />Councilmember Hendriksen replied that the recommendations presented are not what was <br />included in the Met Council meeting minutes. <br /> <br />Councilmember Anderson stated that the minutes are not the final document, what staff <br />presented was what the Met Council adopted. <br /> <br />Councilmember Hendriksen reviewed items he found objectionable in the Met Council meeting <br />minutes. He stated that if the Met Council is willing to state that they are not going to hold the <br />City liable for those items addressed in the meeting minutes, then he will be comfortable with it. <br /> <br />Councilmember Zimmerman stated that it is his opinion that the central planning area is a plan to <br />run sewer and water down existing streets. <br /> <br />Councilmember Hendriksen stated that if they approve the proposed Comprehensive Plan they <br />would be agreeing to hook-up 10,570 homes by the year 2040, and presently there are less than <br />2,000 homes hooked up to City sewer and water. <br /> <br />Mayor Gamec noted that when the last Comprehensive Plan was adopted it stated that by the <br />year 2000, there would be 5,000 homes in the City of Ramsey hooked up to City sewer and water <br />and there are currently less than 2,000. He stated that it is only a prediction on how many homes <br />will be hooked up by that date. <br /> <br />Councilmember Hendriksen stated that there are some Councilmembers that feel that they can <br />make promises they don't intend to fill while other Councilmembers feel that they should be <br />absolutely sure of the promises they make. He stated that he could not agree with a document he <br />does not embrace. <br /> <br />Councilmember Anderson requested a copy of the promises that were agreed to by the City <br />Council and the Met Council as negotiated by Councilmember Hendriksen. <br /> <br />Mr. Bakken recommended that the Council not argue about the Met Council goals, but focus on <br />a plan that would be good for the City. <br /> <br />Councilmember Hendriksen replied that the Met Council dictates to the City on how they should <br />develop. <br /> <br />City Council/September 20, 2001 <br /> Page 2 of 9 <br /> <br /> <br />
