The Legislature <br />should fund regional cooperation and <br />partnerships for effective delivery of 911 <br />service, training and use of ARMER. <br />The League also urges the FCC to <br />continue to support availability of <br />wireless spectrum necessary to expand <br />channel capacity that allows local public <br />safety agencies to meet future needs of <br />cities and other local units of government. <br />S D -3 5. Criminal and Juvenile <br />Justice Information <br />Issue: Criminal justice information <br />integration is about getting the right <br />information into the hands of the right <br />people at the right time and in the right place <br />to make key decisions throughout the <br />criminal justice process. The integration of <br />criminal justice information remains <br />complex and multifaceted. It takes time and <br />resources from all levels of government. <br />Public safety is compromised when there is <br />a lack of centralized, complete, and accurate <br />criminal history data about individuals, <br />incidents, and cases. <br />City officials are aware of the complex <br />issues raised by the utilization of electronic <br />record keeping, data sharing, and access to <br />records that identify data subjects. The <br />League of Minnesota Cities recognizes that <br />one of the ongoing challenges with the <br />integration of criminal and juvenile justice <br />information is meeting the requirements of <br />the Minnesota Government Data Practices <br />Act (MGDPA). <br />More than 500 cities operate police <br />departments. These departments vary <br />dramatically in fiscal capacity, staffing <br />resources, and technical expertise. Further, <br />each municipal law enforcement agency has <br />unique operating procedures, strengths, and <br />needs based on the community it serves. The <br />37 <br />League knows the integration and security <br />access to criminal and juvenile justice <br />information systems has a significant impact <br />on municipal police business practices. <br />Response: The League of Minnesota <br />Cities supports continued efforts by the <br />state to integrate and make available <br />criminal justice information systems. This <br />includes efforts in key areas of funding, <br />data practices, collaborative <br />relationships, balancing privacy and <br />public safety, and addressing aging <br />systems. The League also supports the <br />Criminal and Juvenile Justice <br />Information Advisory Group, cooperation <br />among legislators, law enforcement, <br />corrections agents, court officials, <br />prosecutors, community groups, and <br />businesses that build public support for <br />criminal justice systems. <br />To ensure compliance with the MGDPA, <br />comprehensive guidelines and operational <br />practices should be implemented to <br />safeguard access to and use of criminal <br />and juvenile justice data. However, data <br />practices policies should not create new, <br />unfunded mandates for local units of <br />government or compromise the usefulness <br />of criminal and juvenile justice systems <br />by creating unnecessary barriers. <br />SD-36. Pawn Shop Regulation and <br />Use of the Automated Property <br />System (APS) <br />Issue: Minn. Stat. ch. 325J enables licensure <br />for pawnbrokers and provides statewide <br />minimum regulations for the pawn industry. <br />Specifically, the law: <br />a) Requires pawnbrokers to record all <br />transactions, including details of the item <br />pawned or sold, information about the <br />customer and the cost of the transaction. <br />
